Board present: Mayor, Jamie Schoolcraft; Aldermen Richard Simpson; Aldermen Doug Johnson;
Aldermen Pat Lloyd; Aldermen Paul Hood; Aldermen Louie Amodeo; Aldermen Bryan Vincent.

Development, Randy Brown; Interim Director of Public Works, Justin Reeves; Director of Parks
and Recreation, Kevin McDonald; City Attorney, Doug Harpool; Chief Of Police, Tom

Guests: Dave Hemphill, Lucille Murray, PIO for the Missouri Highway Patrol, Dan Bracker.
Lin Schneider with the Cross Country Times newspaper.
Mayor Schoolcraft led the Pledge of Allegiance.
Mayor Schoolcraft called the meeting to order.

Hood-present; Aldermen Louie Amodeo-present; and Aldermen Bryan Vincent-present.
Agenda Amendments/Approval of Agenda
Motion made by Aldermen Simpson with second by Aldermen Vincent to approve the agenda.
Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen
Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried.
Minutes 11/9/09
Motion made by Aldermen Hood with second by Aldermen Johnson to approve the minutes of
the meeting on November 9, 2009. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-
I; Aldermen Hood-I; Aldermen Amodeo-abstained; and Aldermen Vincent-I. All votes aye.
Motion carried.

Financial Report
Motion made by Aldermen Johnson with second by Aldermen Amodeo to approve the financial
statements. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I;
Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried.

Streetlight at Long and Z Highway
Motion made by Aldermen Johnson with a second by Aldermen Simpson to approve a streetlight
being installed at the intersection of Highway Z and Long Drive, and to have Empire Electric do
the installation work. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen
Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried.
Primary Seatbelt Ordinance
Public Information Officer for the Missouri Highway Patrol, Dan Bracker went over Missouri’s
current seatbelt law and statistics on car crashes. The Mayor and Aldermen discussed the
proposed ordinance.
BILL NO. 09-29 ORDINANCE NO. 091207
AN ORDINANCE APPROVING A MUNICIPAL CODE AMENDMENT TO SECTION
370.160 OF THE MUNICIPAL CODE OF THE CITY OF WILLARD PERTAINING TO
SEAT BELTS.
First read was conducted by City Clerk, Dale Duvall.
Motion made by Aldermen Simpson with a second by Aldermen Vincent to approve the first
reading. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-N;
Aldermen Amodeo-N; and Aldermen Vincent-I. Four votes aye. Two votes nay. Motion carried.
Conditional Use Permit for T-Mobile Tower
BILL NO. 09-30 ORDINANCE NO.091207A
AN ORDINANCE APPROVING A CONDITIONAL USE PERMIT FOR A
TELECOMMUNICATIONS TOWER FACILITY TO T-MOBILE CENTRAL LLC.
First read was conducted by City Clerk, Dale Duvall.
Motion made by Aldermen Lloyd with a second by Aldermen Amodeo to approve the
conditional use permit. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen
Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried.
2010 Annual Election
BILL NO. 09-28 ORDINANCE NO. 091123
AN ORDINANCE CALLING FOR THE REGULAR ELECTION IN THE CITY OF
WILLARD, MISSOURI, FOR THE PURPOSE OF HAVING THE QUALIFIED VOTERS
OF SAID CITY ELECT FOUR (4) ALDERMEN, DESIGNATING A TIME OF
HOLDING SAID ELECTION, PRESCRIBING THE INFORMATION FROM THE
BALLOT TO BE USED, AND AUTHORIZING THE CITY CLERK TO GIVE SUCH
INFORMATION AND NOTICE OF SAID ELECTION TO THE COUNTY CLERK OF
GREENE COUNTY.

Old Business
Aldermen Lloyd thanked the city staff for all of the hard work on the Christmas on the Frisco
event.
Kevin McDonald stated that the lights at the recreation center will be being fixed by Empire
Electric soon.

Motion made by Aldermen Johnson with second by Aldermen Hood to adjourn the meeting.
