Board of Aldermen Meeting

CITY OF WILLARD BOARD OF ALDERMEN MARCH 22, 2010 7:00 P.M. Board present: Mayor Jamie Schoolcraft; Aldermen Richard Simpson; Aldermen Pat Lloyd; Aldermen Paul Hood; and Aldermen Bryan Vincent. Not present were Aldermen Doug Johnson and Aldermen Louie Amodeo. Also in attendance: City Clerk, Dale Duvall; Deputy City Clerk, Kate Gould; Chief Financial Officer, Karen Robson; Chief of Police, Tom McClain; Parks and Recreation Director, Kevin McDonald; Director of Development, Randy Brown; City Attorney, Paul Link; and Police Officer Bill Lingenfiesler. Guest present: Gene Thomas, David Hemphill, Cindy Trapp, Lucille Murray, Tim McGee, and Sarah Overstreet of the Willard Cross Country Times. Mayor Schoolcraft led the Pledge of Allegiance. Mayor Schoolcraft called the meeting to order. Approval of Agenda Mayor Schoolcraft stated that items number 8, 9, 11, and 12 should be removed from the agenda. Motion made by Aldermen Hood and seconded by Aldermen Simpson to approve the agenda with the changes. Approve Minutes of the March 8, 2010 Regular Meeting Motion made by Aldermen Lloyd and seconded by Aldermen Hood to approve the minutes of the March 8, 2010 regular meeting. Citizen Input Cindy Trapp stated that she didn’t clearly understand the city stance on burning after calling City Hall. She stated that she didn’t think it should be necessary to call the police to stop her neighbors from burning. Mayor Schoolcraft and the board discussed past and current policies regarding burning. February Financial Statements Chief Financial Officer Karen Robson stated that she had made the correction to the line item that was previously pointed out as having the wrong budget amount. Aldermen Lloyd asked about the multi-year revenue comparison and Karen stated that it was still on her to-do list. Motion made by Aldermen Lloyd and seconded by Aldermen Vincent to approve the financial statements. T-Mobile Lease Agreement Ordinance 2nd Reading BILL NO. 10-04 ORDINANCE NO. 100322 AN ORDIANCE ACCEPTING THE SITE LEASE WITH T-MOBILE CENTRAL LLC AND SUBORDINATION, NON-DISTURBANCE AND ATTORNMENT AGREEMENT WITH T-MOBILE CENTRAL LLC AND COMMERCE BANK, N.A. Second reading was conducted by City Clerk Dale Duvall. Motion made by Aldermen Simpson and seconded by Aldermen Hood to approve the second reading.
