CITY OF WILLARD BOARD OF ALDERMEN REGULAR MEETING May 10, 2010 Board present: Mayor Jamie Schoolcraft, Aldermen Richard Simpson, Aldermen David Hemphill, Aldermen Pat Lloyd, Aldermen Doug Johnson, Aldermen Magee, and Aldermen Bryan Vincent. Also present: City Clerk, Dale Duvall; Deputy City Clerk, Kate Gould; CFO, Karen Robson; Director of Development, Randy Brown; Emergency Management Director, Stacy Winters; Public Works Director, Justin Reaves; Parks and Recreation Director, Kevin McDonald; Chief of Police, Tom McClain; Willard Police Reserve Bill Lingenfielser. And City Attorney, Paul Link. Also in attendance: Kelsey Gilmore, Chase Mills, Bob Gilmore, Stephanie Gilmore, Noah Gilmore, Max Gilmore, Janice Schatze, Gene Thomas, Lucille Murray, Valorie Simpson, Roscoe Killingsworth, Mindy Latham, Darrell Biellier, Paul Hood, Joe Cosby, Melissa Smith, Kacie Smith, Jami Russell, Betty Buttram, Mr. Buttram, Brent Russell, and Anthony Smith. Sarah Overstreet with the Willard Cross Country Times was also in attendance. Mayor Jamie Schoolcraft led the Pledge of Allegiance. Call to Order Mayor Jamie Schoolcraft called the meeting to order. Special Recognition Police Chief McClain presented Kelsey Gilmore with a special recognition award for good character. Roll Call City Clerk, Dale Duvall called the roll. Aldermen Simpson-present, Aldermen Hemphill- present, Aldermen Lloyd-present, Mayor Schoolcraft-present, Aldermen Johnson- present, Aldermen Magee-present, Aldermen Vincent-present. Agenda Amendments/Approval of Agenda Motion made by Aldermen Vincent and seconded by Aldermen Simpson to approve the agenda. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee-Aye, Aldermen Vincent-Aye. All votes aye. Motion carried. Approve the Minutes of the Regular Meeting on April 26, 2010 Motion made by Aldermen Vincent and seconded by Aldermen Simpson to approve the minutes. Aldermen Simpson-Aye, Aldermen Hemphill-Nay, Aldermen Lloyd-Aye, BOA Meeting Minutes 05-10-10 Page 1 of 5 Aldermen Johnson-Aye, Aldermen Magee-Aye, Aldermen Vincent-Aye. Four votes aye. Two votes nay. Motion carried. Approve the Minutes of the Special Meeting on April 22, 2010 Motion made by Aldermen Lloyd and seconded by Aldermen Simpson to approve the minutes. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee-Aye, Aldermen Vincent-Aye. All votes aye. Motion carried. Approve the Minutes of the Regular Meeting on April 12, 2010 Aldermen Simpson asked that the minutes be changed to reflect the statement that was made by Aldermen Vincent requesting that the Mayor show the same respect to the new President –Elect as he had shown to the previous President- Elect. Motion made by Aldermen Vincent and seconded by Aldermen Simpson to approve the minutes with the above change. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd- Aye, Aldermen Johnson-Aye, Aldermen Magee-Aye, Aldermen Vincent-Aye. All votes aye. Motion carried. Citizen Input Joe Cosby stated to the Board that he had been told that the Mayor had ordered two of the Public Work employees to take a fellow employee to the Mayor’s house to babysit. The Mayor informed Mr. Cosby that on that day there was a snow storm and the Mayor was scheduled to be into City Hall to sign papers and work on the newsletter. The Mayor was not able to come in due to an issue with childcare. Due to the necessity to have the documents signed he had an employee come to the house to bring them to be signed. Mr. Cosby also spoke to the Board questioning the necessity of the position of the Community Relations Officer. Financial Report-CFO Karen Robson Karen Robson answered questions that Aldermen Hemphill had regarding the bills. Motion made by Aldermen Lloyd and seconded by Aldermen Johnson to pay the outstanding bills Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee-Aye, Aldermen Vincent-Aye. All votes aye. Motion carried. Police Department Report-Chief Tom McClain Police Chief Tom McClain gave his monthly report to the Board. Emergency Management Report-Stacy Winters Stacy Winters gave his monthly report to the Board. Public Works Report-Justin Reaves Justin Reaves gave his monthly report to the Board. Development Report-Randy Brown Randy Brown gave his monthly report to the Board. Greene County Emergency Mitigation Resolution Motion by Aldermen Vincent and seconded by Aldermen Johnson to accept the resolution. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson-Aye; Aldermen Magee-Aye; and Aldermen Vincent-Aye. All votes aye. Motion carried. Citizen Input for Bill NO. 10-08-No Citizen Input Commerce Bank(Jackson Street Park)Lease Agreement 2 nd Reading BILL NO. 10-08 ORDINANCE NO. 100510 AN ORDINANCE TO RENEW THE LEASE AGREEMENT BETWEEN COMMERCE BANK, AS TRUSTEE, AND THE CITY OF WILLARD, MISSOURI, ORIGINALLY DATED SEPTEMBER 1, 1992, AND RENEWED THEREAFTER, ANNUALLY, EFFECTIVE THOUGH APRIL 1, 2011, AND AS NOW RENEWED THEREAFTER FROM YEAR TO YEAR, FOR ONE YEAR TERMS. Second reading was conducted by City Clerk, Dale Duvall. Motion by Aldermen Vincent and seconded by Aldermen Johnson to accept the second reading. Second reading was conducted by City Clerk, Dale Duvall. Motion by Aldermen Vincent and seconded by Aldermen Hemphill to accept the second reading. Citizen Input for Bill NO. 10-11- No Citizen Input 2010 Codification Ordinance 2nd Reading BILL NO. 10-11 ORDINANCE NO. 100510C AN ORDINANCE ADOPTING AND ENACTING A NEW CODE OF ORDINANCES FOR THE CITY OF WILLARD; ESTABLISHING THE SAME; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN, EXCEPT AS HEREIN EXPRESSLY PROVIDED; PROVIDING FOR THE MANNER OF AMENDING SUCH CODE OF ORDINANCES; PROVIDING PENALTY FOR THE VIOLATION THEREOF; AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. Second reading was conducted by City Clerk, Dale Duvall. Motion by Aldermen Vincent and seconded by Aldermen Lloyd to accept the second reading. First reading was conducted by City Clerk, Dale Duvall at the meeting on April 26, 2010. Update on sewer discussion with Springfield Aldermen Simpson discussed the meeting that was held with Springfield and Greene County and three of the City of Willard Aldermen on April 30, 2010. Aldermen Johnson asked that all of the Board meet with Springfield before any negotiations or a letter of intent was sent. Aldermen Simpson stated that the Board would wait a week or two in order to be able to have a special meeting before sending the letter of intent to Springfield and Greene County. Mayor Schoolcraft stated that he would look at the schedules and contact the Aldermen to set up a special meeting over the next couple of weeks. BOA Meeting Minutes 05-10-10 Page 4 of 5 Old Business Karen Robson clarified a couple of financial questions that Aldermen Hemphill had. Aldermen Hemphill asked the City Clerk to get him a list of the board approved members and also a list of employees that are under ordinance. He asked for the beginning and end dates. Aldermen Hemphill asked that the City look at publishing the newsletter every two months instead of monthly to save costs. Karen Robson stated that she would bring the costs of the newsletter to the next Board meeting. Aldermen Hemphill asked questions regarding the dangerous dog hearing time process and if the time line could be changed. The Mayor stated that it would be looked at and brought to the Board. Aldermen Hemphill asked if it would be possible to change the time that Board packets are delivered. City Clerk, Dale Duvall stated that she had asked in the morning staff meeting for department head information to be turned in by Wednesday prior to the Board meeting. This would allow Aldermen to pick up their packets Thursday. Dale Duvall stated the she would speak to the Department Heads and see what can be worked out so that packets will be available earlier. Motion made by Aldermen Lloyd and seconded by Aldermen Johnson to adjourn the meeting.
