CITY OF WILLARD-BOARD OF ALDERMEN
SPECIAL MEETING
JUNE 9, 2010
WILLARD CITY HALL, 224 W. JACKSON ST
Board present: Aldermen Richard Simpson, Aldermen David Hemphill, Aldermen Pat
Lloyd, Aldermen Doug Johnson, Aldermen Tim Magee, and Aldermen Bryan Vincent.
Not present was Mayor Jamie Schoolcraft.
Also present: Deputy City Clerk/Community Relations Officer Kate Gould, Director of
Planning and Development Randy Brown, Emergency Management Director Stacy
Winters and City Attorney Sativa Boatman-Sloan.
Guest present: Kim Haase, Brandon Beck, Tony Smith, and Park Board Chairman
Blaine Kennard.
Aldermen Simpson led the Pledge of Allegiance.
Aldermen Simpson called the meeting to order at 6:05 p.m..
Roll Call
Deputy City Clerk Kate Gould called roll call. Aldermen Simpson-present;
Aldermen Hemphill-present; Aldermen Lloyd-present; Mayor Schoolcraft--------------;
Aldermen Johnson-present; Aldermen Magee-present; and Aldermen Vincent-present.
FIRE WORKS ORDINANCE 1ST AND 2ND READING
Aldermen Simpson opened the meeting for citizen input regarding changes to the
fireworks ordinance. Blaine Kennard asked about fireworks being banned from
the city parks and it was pointed out that there was a line in the ordinance
prohibiting fireworks in city parks.
The Aldermen discussed the two versions of the proposed fireworks ordinance. A
few Aldermen stated that they liked the second version that had additional safety
requirements.
The Aldermen discussed the time limit for use of fireworks on the Fourth of July.
Deputy City Clerk, Kate Gould suggested that the Aldermen pass the ordinance
as written and amend the time limit for use of fireworks on the Fourth of July at
the next regular meeting.

BILL NO. 10-12 ORDINANCE 060910
AN ORDINANCE APPROVING A MUNICIPAL CODE AMENDMENT TO
SECTION 210.207 OF THE MUNICIPAL CODE OF THE CITY OF WILLARD
PERTAINING TO FIREWORKS.
Motion made by Aldermen Hemphill and seconded by Aldermen Magee to
approve the 1st reading by title of the Fireworks Ordinance. Aldermen Simpson-
Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-No; Aldermen Johnson-Aye;
Aldermen Magee-Aye; and Aldermen Vincent-Aye. Five votes aye, and one vote
no. Motion carried.

approve the 2nd reading by title of the Fireworks Ordinance. Aldermen Simpson-
Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-No; Aldermen Johnson-Aye;
Aldermen Magee-Aye; and Aldermen Vincent-Aye. Five votes aye, and one vote
no. Motion carried.
Adjourn Meeting
Motion made by Aldermen Lloyd and seconded by Aldermen Johnson to adjourn
the special meeting. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen
Lloyd-Aye; Aldermen Johnson-Aye; Aldermen Magee-Aye; and Aldermen
Vincent-Aye. All votes aye. Motion carried.
Meeting adjourned at 6:17 p.m..
