CITY OF WILLARD
BOARD OF ALDERMEN SPECIAL MEETING
June 8, 2010
3:00 P.M.
Board present- Aldermen Richard Simpson, Aldermen David Hemphill, Aldermen Pat
Lloyd, Aldermen Doug Johnson, and Aldermen Bryan Vincent. Not present were
Aldermen Tim Magee and Mayor Jamie Schoolcraft.
Also present- City Clerk, Dale Duvall; City Attorney for Willard, Paul Link; Public Works
Director, Justin Reaves; Director of Planning and Development, Randy Brown; Utility
Advisory Board Chairman, Darrell Biellier; Utility Advisory Board member, Kelly Turner;
Citizen, Gene Thomas, Acting Co-Interim Public Works Director for Springfield; Steve
Meyer, Legal counsel consultant for Public Works for Springfield, Howard Wright;
Assistant Public Works Director for Springfield, Ed Malter; Assistant City Attorney for
Springfield, Jan Millington
Meeting was called to order at 3:05 p.m.
Discussion regarding sewer connection with Springfield
Howard Wright began the discussion with talk about the sewer agreement with Republic
and Springfield. He spoke of the capacity agreement that Willard and Springfield have
and that Springfield cannot give Willard capacity if there is not enough capacity for
Springfield. Mr. Wright said that the City of Springfield is proposing that Willard have
engineering studies be done to update the system in Willard.
Steve Meyer proposed that discussions begin again between Springfield and Willard.
He suggested that this be done on a regular basis. Mr. Meyer stated that he believed
that they should be done in closed session, due to the discussions being of a
negotiation nature.
Aldermen Simpson stated that the City of Willard wishes to hook up the Meadows to
Springfield’s system.
Mr. Wright spoke of having a quorum of Springfield and Willard City council members,
city staff and attorneys meet to begin negotiations.
Mr. Meyer stated that he believes that the first step is to have Willard review the draft
and final of the present Springfield/Willard contract, Springfield/Willard contract, and the
new Republic/Springfield agreement.

Mr. Meyer stated that the City of Springfield would like to help the City of Willard
however they can while being fair to both Springfield and Willard’s customers.
Steve Meyer stated that the contracts would be sent to Aldermen Simpson so that the
Board can look at them and then set up a meeting with Springfield.

The meeting adjourned at 4:15 p.m.

Notice is hereby given that the City of Willard, Board of Aldermen and the City of Springfield
will conduct a special meeting at 3:00 p.m. June 8, 2010, at the Busch Building, 840 Boonville
Avenue, Springfield, Missouri.
The meeting will be held on the 1st floor of the Public Works Building in the conference room.
