CITY OF WILLARD BOARD OF ALDERMEN SPECIAL MEETING December 17, 2010 3:45 P.M. Board present- Aldermen Richard Simpson, Aldermen David Hemphill, Aldermen Pat Lloyd, Mayor Jamie Schoolcraft, Aldermen Doug Johnson Aldermen Tim Magee, and Aldermen Bryan Vincent. Staff present- City Clerk, Dale Duvall; Chief Financial Officer, Karen Robson; Director of Development, Randy Brown; Public Works Director, Justin Reaves; Parks and Recreation Director, Kevin McDonald; Facility Maintenance, Terri Hughes; Deputy Clerk, Kendra Adams; Chief of Police, Tom McClain and Attorney Doug Harpool. Also present- Tom Mike Hood, Mindy Ledlam, Roscoe Killingsworth, Rick Steinberg, Virginia Matthews, Danelle Proctor, Darrell Proctor, Sarah Overstreet, Ed Simmons, Tom Keltner, Richard East, Kay Fordhall, Paul Fordhall and Tina Christensen. Meeting called to order at 3:45 by Mayor Schoolcraft. Roll Call Aldermen Simpson-present; Aldermen Hemphill-present; Aldermen Lloyd- present; Mayor Schoolcraft-present; Aldermen Johnson-present; Aldermen Magee-present; and Aldermen Vincent-present. Utility Department Fees, Cutoffs and Customer Service Aldermen Vincent stated that he was concerned about the complaints that he is receiving from the citizens regarding the utility billing side of the City. Public Works Director, Justin Reaves told the Board that he would like to do manual reads for the next two months. He stated that he had faith that this would give them time to get the problems fixed. Justin is looking into the pricing to get the software that is created by the same company that makes the meter reading units. The city is using a separate company’s software at the present. Aldermen Vincent asked that shut-offs be cancelled for the month of December so that the City could have time to correct the problems. Motion made by Aldermen Johnson and seconded by Aldermen Hemphill to open citizens input. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson-Aye; Aldermen Magee-Aye; and Aldermen Vincent-Aye. All votes aye. Motion carried. Citizen Input was opened at this time and there was none. 12-17-10 BOA Special Meeting Minutes Page 1 of 2 After Board discussion, a motion was made by Aldermen Vincent and seconded by Aldermen Simpson to temporarily suspend shut-offs for non-payment and or late payments until the suspension is lifted by the Board. At that time, there will be a bulk mailing notifying customers of their pending shut –off, if applicable. Motion by Aldermen Vincent and seconded by Aldermen Simpson. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson- Aye, Aldermen Magee-Aye; and Aldermen Vincent-Aye. Discussion of the Mayor’s ability to perform his duties until the end of his term. Aldermen Vincent asked the Mayor if he was going to be able to perform his duties for the remainder of his term. Aldermen Vincent questioned the Mayor on missed meetings and City events. The Mayor responded that he understood the concern and that he had “been ridiculed” by the Board in the past for being at city hall too often. He stated that he backed off and that it had made things worse for the employees. After further discussion by the Mayor, Aldermen Vincent stated that he still had “no confidence” in Jamie Schoolcraft as Mayor. Aldermen Vincent tried to make a motion of no confidence, but the city attorney stated that the vote could not be taken due to not being on the agenda. Aldermen Vincent stated that he would like to bring it up at the next board meeting. There was discussion by the Board and the Mayor regarding the department heads coming to the Board in open and closed session to speak to the Board. Closed Session Motion made by Aldermen Johnson and seconded by Aldermen Simpson to go into closed session to discuss (#1) Legal and (#3) Personnel. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson- Aye; Aldermen Magee-Aye; and Aldermen Vincent-Aye. All votes aye. Motion carried. Reopen Meeting Motion made by Aldermen Johnson and seconded by Aldermen Vincent to adjourn the executive session and go into open session. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Johnson-Aye; Aldermen Lloyd-Aye; Aldermen Magee-Aye; and Aldermen Vincent-Aye. All votes aye. Motion carried.
