CITY OF WILLARD BOARD OF ALDERMEN SPECIAL MEETING March 28, 2011 7:00 P.M. Board present- Aldermen Richard Simpson, Aldermen David Hemphill, Aldermen Pat Lloyd, Mayor Jamie Schoolcraft, Aldermen Tim Magee and Aldermen Bryan Vincent. Aldermen Doug Johnson was not present. Staff present- City Clerk, Dale Duvall; Director of Development, Randy Brown; Parks and Recreation Director, Kevin McDonald; Chief of Police, Tom McClain; Willard Reserve Officer, Bill Lingenfiesler; and City Attorney, Doug Harpool. Also present: Chad Perry, Ed Simmons, Nancy Elms, Stacia Buffington, Richard East, Forrest Durnell and Carrie Grant. Meeting called to order at 7:00 by Mayor Schoolcraft. Roll Call Aldermen Simpson-present; Aldermen Hemphill-present; Aldermen Lloyd- present; Mayor Schoolcraft-present; Aldermen Johnson-----; Aldermen Magee- present; and Aldermen Vincent-present. Citizen Input –Tom Keltner informed the Board that Shane Shoeller was working on a plaque for the family of Joe Cosby, who had passed away the previous week. Public Works-Policies and Procedures Aldermen Hemphill asked Justin Reaves to bring back the following information to the Board: 1. Any specialties or certifications that his staff has. 2. Ways to streamline the public works department to make it run more efficiently. 3. A list of his employees. 4. Any updates/changes that have been incorporated since the State audit report. Joe Cosby-Dedication of Service Plaque Discussion Aldermen Simpson spoke of Joe Cosby’s passing and asked that Tom bring information from Shane Shoeller back to the Board and that he like the idea of the project. 03-28-11 BOA Special Meeting Minutes Page 1 of 2 Discussion of possible ordinance regarding Wind Turbines Randy Brown discussed bringing a wind turbine ordinance to the Board. There had been a permit application turned in for a wind turbine installation. Randy stated that a conditional use ordinance would streamline the current procedure. Randy also stated that he believed that an ordinance that addressed different sources of alternative energy sources would be a good idea. Mayor Schoolcraft asked Doug Harpool if the City could place this application under the radio antennae ordinance. Mr. Harpool stated that he thought that it would be fine. Randy asked counsel if the Board could allow this as a onetime use. Doug Harpool stated that they could not vote on it at this meeting. He stated that the City could allow it and see if there were any appeals filed to stop the project. The Mayor stated that it would probably be done as an administrative decision. Randy Brown stated that staff would get an ordinance together and take it Planning and Zoning and then to the Board for approval. Old Business Aldermen Hemphill spoke about the re-keying of City Hall as well as the problem with the outside lights not working. Dale Duvall stated that Karen Robson had spoke with Tom Keltner and each other regarding a master key that each employee would be responsible for. The Mayor stated that he thought that it would be a subject for the new Mayor and the new Board to discuss. Kevin McDonald spoke to the Board regarding anticipated parks tax revenue for the year 2011. Kevin stated that per the census that the City could possibly receive $289,000. Adjourn Motion made by Aldermen Simpson and seconded by Aldermen Lloyd to adjourn the open session and go into executive session pursuant to Chapter 610.021, (1) Legal and (3) Personnel. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson---; Aldermen Magee-Aye; Aldermen Vincent-Aye. All votes aye. Motion carried. Adjourn the Executive Session Motion made by Aldermen Lloyd and seconded by Aldermen Hemphill to adjourn the executive session and go into open session and adjourn. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson-- --; Aldermen Magee-Aye; Aldermen Vincent-Aye. All votes aye. Motion carried. Meeting adjourned.
