CITY OF WILLARD BOARD OF ALDERMAN SPECIAL MEETING December 19, 2011 Board present: Alderman Roggensees-present, Alderman Hemphill-present, Mayor Keltner-present, Alderman Vincent-present, Alderman Simmons-present, Alderman Magee –present and Alderman Trapp -present. Staff present: City Administrator, Nicholas Heatherly; City Clerk, Dale Duvall; and Willard Reserve Officer, Bill Lingenfielser. City Attorney Ken Reynolds was also present. Citizens in attendance: Lucille Murray, Sam Baird, Mindy Latham, Richard East and Jim Vaughn. Mayor Tom Keltner led the Pledge of Allegiance. Call to Order Mayor Tom Keltner called the meeting to order at 7:00 pm. Roll Call The City Clerk called the roll call. Alderman Trapp-present, Alderman Roggensees-present, Alderman Hemphill-present, Mayor Keltner-present, Alderman Magee-present, Alderman Vincent-present and Alderman Simmons-present. Agenda Amendments/Approval of Agenda Motion made by Alderman Simmons and seconded by Alderman Hemphill to approve the agenda. Alderman Vincent-Aye, Alderman Magee-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried. Approve the Minutes of the Meeting on December 5, 2011 Motion made by Alderman Hemphill and seconded by Alderman Magee to approve the minutes of the meeting on December 5, 2011 Alderman Vincent-Aye, Alderman Magee-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried. Citizen Input- There was no citizen input. Financial Report November Outstanding Invoices- Motion made by Alderman Simmons and seconded by Alderman Roggensees to pay the November bills. Alderman Vincent-Aye, Alderman Magee-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried. 2012 Budget Amendment Ordinance (2nd Reading) FIRST READING: 12-5-11 SECOND READING:12-19-11 BILL NO.11-28 ORDINANCE: 111219 AN ORDINANCE TO AUTHORIZE PASSAGE, ENFORCEMENT AND UTILIZATION OF THE 2011 BUDGET AMENDMENT. Second read was conducted by the City Clerk. Citizens Input –None Discussion/Vote- Motion made by Alderman Hemphill and seconded by Alderman Simmons to approve the second read. Motion carried. 12-19-11 BOA Special Minutes Page 1of 3 Ordinance accepting the Willard R-II School District/City of Willard Salt Purchase Agreement(1st Reading) FIRST READING: 12-05-11 SECOND READING:12-19-11 BILL NO.11-29 ORDINANCE: 111219A AUTHORIZING the Mayor, or his designee, on behalf of the City of Willard, to execute an intergovernmental cooperative agreement between the City of Willard and the Willard R-2 School District for the purpose of allowing the District to purchase salt for snow and ice removal from the City of Willard. Second read was conducted by the City Clerk. Citizens Input –None Discussion/Vote- None. Motion was made by Alderman Vincent and seconded by Alderman Hemphill to approve the second read. Amendment to Ordinance # 111114B (due to a scriveners error) (1st Reading) FIRST READING: 12-05-11 SECOND READING:12-19-11 BILL NO.11-30 ORDINANCE: 111219B AN ORDINANCE approving an amendment to the attachment to Ordinance No. 111114b to correct a scriveners error all pertaining to the 2012 sales tax ballot issue. Ordinance approving amendments to the Willard Municipal Code, Sections 400.520 and 400.570, pertaining to animals(fowl) (2nd Reading) FIRST READING: 12-05-11 SECOND READING: 12-19-11 BILL NO.11-31 ORDINANCE: 111219C AN ORDINANCE APPROVING A MUNICIPAL CODE AMENDMENT TO SECTION 400.520 AND SECTION 400.570 OF THE MUNICIPAL CODE OF THE CITY OF WILLARD PERTAINING TO ANIMALS. Second read was conducted by the City Clerk. Citizens Input –None Discussion/Vote- The Mayor presented the City clerk with his written veto to the passing of the ordinance, to be placed in the file. Ordinance approving municipal code amendments pertaining to the Waterworks System and Sewer Use and Sewer Rates. FIRST READING: 12-19-11 SECOND READING: 01-09-12 AN ORDINANCE approving municipal code amendments to Section 705.070 and Section 710.540, para A, of the Municipal Code of the City of Willard pertaining to the Waterworks System and Sewer Use and Sewer Rates. FIRST READING: 12-19-11 SECOND READING: 01-09-12 AUTHORIZING the Mayor, or his designee, to execute a Cooperative Agreement between the City of Willard and the City of Springfield for the purpose of the Acquisition of Pictometry and other deliverables. Amendment to the City Clerk Ordinance FIRST READING: 12-19-11 SECOND READING: 01-09-12 AN ORDINANCE approving a municipal code amendment to Section 115.100, of the municipal code of the City of Willard pertaining to the duties of the City Clerk. First read was conducted by the City Clerk. Citizens Input –None Discussion/Vote- None. Motion was made by Alderman Simmons and seconded by Alderman Magee to approve the first read. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Magee-Aye. All votes aye. Motion carried. Old Business- The sales tax ballot was discussed in regard to the public meetings that are to be held on th rd January 14 and January 23 , to inform the citizens of the purpose and need for this tax. Alderman Vincent asked that the fowl ordinance be placed on the agenda for the January Board meeting.
