BOARD OF ALDERMAN
REGULAR MEETING
JANUARY 9, 2012
Board present: Alderman Roggensees-present, Alderman Hemphill-present, Mayor
Keltner-present, Alderman Vincent-present, Alderman Simmons-present, Alderman
Magee –present and Alderman Trapp -present.
Staff present: City Administrator, Nicholas Heatherly; City Clerk, Dale Duvall; CFO,
Karen Robson; Parks and Recreation Director, Kevin McDonald; and Willard Reserve
Officer, Bill Lingenfielser.
City Attorney Ken Reynolds was also present.
Citizens in attendance: Lucille Murray, Sam Baird, Mindy Latham, Robert Latham
Roscoe Killingsworth and Blaine Kennard.
Mayor Tom Keltner led the Pledge of Allegiance.
Call to Order
Mayor Tom Keltner called the meeting to order at 7:00 pm.
Roll Call
The City Clerk called the roll call. Alderman Trapp-present, Alderman Roggensees-
present, Alderman Hemphill-present, Mayor Keltner-present, Alderman Magee-present,
Alderman Vincent-present and Alderman Simmons-present.
Agenda Amendments/Approval of Agenda
Alderman Vincent made a motion to add as item # 11, the re-voting on Ordinance #
121911C, an amendment pertaining to animals. Alderman Simmons seconded the
motion. All votes aye. Motion by Alderman Hemphill and seconded by Alderman Magee
to approve the agenda with the change. Alderman Vincent-Aye, Alderman Magee-Aye,
Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. All votes aye. Motion carried.
Approve the Minutes of the Meeting on December 19, 2011
Motion made by Alderman Hemphill and seconded by Alderman Magee to approve the
minutes of the special meeting on December 19, 2011. Alderman Vincent-Aye,
Alderman Magee-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried.
Ceremonial Matters
The Mayor asked for a motion to accept his nomination to reappoint Tricia Taylor to
the Park Board for a term of three (3) years, to begin in January 2012.

Motion made by Alderman Vincent and seconded by Alderman Simmons to approve
the nomination. Alderman Vincent-Aye, Alderman Magee-Aye, Alderman Simmons-Aye,
Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All
votes aye. Motion carried.
Citizen Input- There was no citizen input.
Financial Report
December Outstanding Invoices- Motion made by Alderman Simmons and seconded
by Alderman Vincent to pay the December bills. Alderman Vincent-Aye, Alderman
Magee-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-
Aye and Alderman Hemphill-Aye. All votes aye. Motion carried.
December Adjustment Report- Motion made by Alderman Vincent and seconded by
Alderman Roggensees to approve the report. Alderman Vincent-Aye, Alderman Magee-
Aye, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. All votes aye. Motion carried.
Amendment to the City Clerk Ordinance
FIRST READING: 12-19-11 SECOND READING: 01-09-12
BILL NO# 12-01 ORDINANCE# 120109
AN ORDINANCE approving a municipal code amendment to Section 115.100, of
the municipal code of the City of Willard pertaining to the duties of the City Clerk.
Second read was conducted by the City Clerk.
Citizens Input –None
Discussion/Vote- None. Motion was made by Alderman Simmons and seconded by
Alderman Trapp to approve the second read. Alderman Simmons-Aye, Alderman
Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-
Aye and Alderman Magee-Aye. All votes aye. Motion carried.
Ordinance to execute a Cooperative Agreement between the City of Willard and the
City of Springfield for the purpose of the Acquisition of Pictometry.

AUTHORIZING the Mayor, or his designee, to execute a Cooperative
Agreement between the City of Willard and the City of Springfield for
the purpose of the Acquisition of Pictometry and other deliverables.
Second read was conducted by the City Clerk.

Alderman Hemphill to approve the second read. Alderman Simmons-Aye, Alderman

Ordinance approving municipal code amendments pertaining to the Waterworks
System and Sewer Use and Sewer Rates.

BILL NO.# 12-03 ORDINANCE # 120109B
AN ORDINANCE approving municipal code amendments to Section 705.070 and
Section 710.540, para A, of the Municipal Code of the City of Willard
pertaining to the Waterworks System and Sewer Use and Sewer
Rates.
Second read was conducted by the City Clerk.

Discussion/Vote- None. Motion was made by Alderman Simmons and seconded by
Alderman Roggensees to approve the second read. Alderman Simmons-Aye, Alderman
Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-
Aye and Alderman Magee-Aye. All votes aye. Motion carried.
Amendment to Park Advisory Board Ordinance (1st Reading)
AN ORDINANCE approving municipal code amendments to Section127.210, Section
127.230, Section 127.260, Section 127.270 and Section 127.290 of the municipal code
of the City of Willard pertaining to the Park and Recreational Advisory Board.
First read was conducted by the City Clerk.
Citizens Input –None
Discussion/Vote- The City Administrator explained the minor changes that had been
made to the ordinance. Motion was made by Alderman Vincent and seconded by
Alderman Hemphill to approve the first read. Alderman Simmons-Aye, Alderman Trapp-
Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and
Alderman Magee-Aye. All votes aye. Motion carried.
The City Administrator presented a power point presentation to the Board, the Mayor
and the citizens present, on the February 2012 sales tax ballot issue. Afterwards there
was a time for questions and answers.
Re-vote of the Amendment to the ordinance pertaining to animals
This ordinance passed by unanimous board vote at the December 19, 2011 meeting,
but was vetoed by the Mayor. The Board asked that it be brought back to them for a re-
vote.
The City Clerk read the statement “Shall the bill pass, the objections of the Mayor
thereto notwithstanding?” Motion was made by Alderman Vincent and seconded by
Alderman Hemphill to approve the bill. Alderman Simmons-Aye, Alderman Trapp-Aye,
Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and
Alderman Magee-Aye. All votes aye. Motion carried.
