BOARD OF ALDERMAN
REGULAR MEETING
July 9, 2012
Board present: Alderman Trapp-present, Alderman Roggensees-present, Alderman Hemphill-
present, Mayor Keltner-present, Alderman Vincent-present and Alderman Simmons -present.
Alderman Johnson was absent.
Staff present: City Clerk, Dale Duvall; CFO, Karen Robson; City Administrator; Nicholas
Heatherly; Parks and Recreation Director, Kevin McDonald; Chief of Police, Tom McClain and
Willard Reserve Officer, Bill Lingenfielser.
City Attorney Ken Reynolds was also present.
Citizens in attendance: Sam Baird, Mindy Latham, Barbara Forshee, Wendell Forshee, Joe Crawford,
Travis Sanders, Kevin King, Marlana King, Donna Crawford, Mike Crawford, Gary Rodocker, Adam,
April, Luke and Gracie Smith, Leona Busse, Chris and Pam Conti and family and Donna Gordon.
April Crain of the Cross Country Times newspaper was also present.
Call to Order
Mayor Tom Keltner called the meeting to order at 7:00 pm.
Roll Call
The City Clerk called the roll call. Alderman Trapp-present, Alderman Roggensees-present,
Alderman Hemphill-present, Mayor Keltner-present, Alderman Johnson---, Alderman Vincent-
present and Alderman Simmons-present.
Agenda Amendments/Approval of Agenda
Motion made by Alderman Vincent and seconded by Alderman Simmons to approve the agenda.
Alderman Vincent-Aye, Alderman Johnson--- Alderman Simmons-Aye, Alderman Trapp-Aye,
Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried.
Approve the Minutes of the Regular Meeting on June 11, 2012
Motion made by Alderman Vincent and seconded by Alderman Roggensees. Alderman Vincent-
Aye, Alderman Johnson----, Alderman Simmons--Abstained, Alderman Trapp-Aye, Alderman
Roggensees-Aye and Alderman Hemphill-Aye. Four votes aye. One abstention due to absence.
Motion carried.
Approve the Minutes of the Special Meeting on June 11, 2012
Motion made by Alderman Hemphill and seconded by Alderman Vincent to accept the minutes
from the special meeting on 6-11-2012. Alderman Vincent-Aye, Alderman Johnson---,
Alderman Simmons-Abstained, Alderman Trapp-Abstained, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. Three votes aye. Two abstentions due to absence. Motion carried.

Ceremonial Matters-Chief of Police, Tom McClain presented Officer Tony DiAngelo and
Trooper Mike Adams each with a trophy in appreciation of their work with the PAL program.
Several participants from the PAL program were awarded the Presidential Fitness award
certificate for their hard work and participation in the PAL program.
Citizen Input
Joe Crawford spoke to the Board regarding the Willard Police Department. Mr. Crawford stated
that he is concerned that officers are leaving the force and are not being replaced. Mr. Crawford
asked the Board to look at what can be done to retain employees in the police department
including looking at the wages that are paid. He also asked how the City can get by without a full
staff in the police department.
Financial Report
June Outstanding Invoices- Motion made by Alderman Simmons and seconded by Alderman
Trapp to approve the invoices. Alderman Vincent-Aye, Alderman Johnson---, Alderman
Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye.
All votes aye. Motion carried.
Report from the City Administrator There were no questions or comments from the Board or
the City Administrator.
Amendment to Ordinance # 091214 (Seat Belts) (2nd Reading)
First Reading: 06-11-2012 Second Reading: 07-09-2012
Council Bill No.: 12-31 Ordinance No.: 120709
AN ORDINANCE
AN ORDINANCE approving municipal code amendments to Title III, Traffic Code, Chapter
370, Vehicle Equipment, Article II, Other Vehicle Equipment, Section 370.160,
Seat Belts, of the Municipal Code of the City of Willard.
Second read was conducted by the City Clerk.

Discussion/Vote- Motion was made by Alderman Simmons and seconded by Alderman
Hemphill to approve the second read. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-No and Alderman Johnson---.
Four votes Aye. One vote Nay. Motion carried.

AN ORDINANCE
AUTHORIZING the Mayor, on behalf of the City of Willard, to execute an addendum to an
existing agreement between the City of Willard and the City of Springfield
dealing with animal control services, and declaring an emergency.
First read was conducted by the City Clerk.

TO ESTABLISH A PROCEDURE TO DISCLOSE POTENTIAL CONFLICTS OF INTEREST
AND SUBSTANTIAL INTERESTS FOR CERTAIN OFFICIALS.
First read was conducted by the City Clerk.

Old Business-Alderman Roggensees discussed the pamphlet that was handed out to the Board,
prior to the start of the meeting. The pamphlet had information on fence regulations that had
been compiled from three or four cities. After discussion among the Board and staff, the Mayor,
with the Boards’ agreement, asked the City Attorney to look into the legality of overriding the
recorded plats, as well as changing the current ordinances that deal with fences.
Adjourn Meeting- Motion was made by Alderman Hemphill and seconded by Alderman
Vincent to adjourn the meeting. Alderman Simmons--Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson---.
All votes aye. Motion carried.
