BOARD OF ALDERMAN
REGULAR MEETING
June 11, 2012
Board present: Alderman Trapp-present, Alderman Roggensees-present, Alderman Hemphill-
present, Mayor Keltner-present, Alderman Vincent-present and Alderman Johnson present.
Alderman Simmons was not present.
Staff present: City Clerk, Dale Duvall; CFO, Karen Robson; City Administrator; Nicholas
Heatherly; Director of Development, Randy Brown; and Willard Reserve Officer, Bill
Lingenfielser.
City Attorney Ken Reynolds was also present.
Citizens in attendance: Lucille Murray, Sam Baird, Mindy Latham, Barbara Forshee, Wendell
Forshee and Joel Rasmussen. Jacob Broz and 5 other unnamed citizens from the Boy Scout
organization. April Crain of the Cross Country Times was also present.
Call to Order
Mayor Tom Keltner called the meeting to order at 7:00 pm.
Roll Call
The City Clerk called the roll call. Alderman Trapp-present, Alderman Roggensees-present,
Alderman Hemphill-present, Mayor Keltner-present, Alderman Johnson-present, Alderman
Vincent-present and Alderman Simmons----.
Agenda Amendments/Approval of Agenda
Motion made by Alderman Roggensees and seconded by Alderman Vincent to approve the
agenda. Alderman Vincent-Aye, Alderman Johnson-Aye, Alderman Simmons---, Alderman
Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion
carried.
Approve the Minutes of the Regular Meeting on May 14, 2012
Motion made by Alderman Vincent and seconded by Alderman Johnson. Alderman Vincent-
Aye, Alderman Johnson--Aye, Alderman Simmons----, Alderman Trapp-Aye, Alderman
Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried.
Approve the Minutes of the Special Meeting on May 14, 2012
Motion made by Alderman Hemphill and seconded by Alderman Trapp to accept the minutes
from the special meeting on 5-14-2012. Alderman Vincent-Aye, Alderman Johnson-Aye,
Alderman Simmons---, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman
Hemphill-Aye. Six votes aye. Motion carried.
Ceremonial Matters-Mayor Keltner presented Eagle Scout Jacob Broz a Proclamation for his
success in reaching Eagle Scout status.

Citizen Input
Wendell Forshee spoke regarding a neighborhood sign for the Fox Creek Subdivision that the
residents of that subdivision have been trying to get approved by the Board. Mr. Forshee asked if
the homeowners in Fox Creek would be allowed to place one neighborhood identifying sign in
the common area and one on private property with the approval of the owner of the land.
The City Administrator stated that he would look into the matter.
The Mayor asked that a map and more information on the proposed sites be brought to the Board
meeting next month.
Financial Report
May Outstanding Invoices- Motion made by Alderman Johnson and seconded by Alderman
Trapp to approve the invoices. Alderman Vincent-Aye, Alderman Johnson-Aye, Alderman
Simmons---, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye.
All votes aye. Motion carried.
May Utility Adjustment Report- Motion made by Alderman Vincent and seconded by
Alderman Hemphill to approve the adjustment report. Alderman Vincent-Aye, Alderman
Johnson-Aye, Alderman Simmons---, Alderman Trapp-Aye, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. All votes aye. Motion carried.
The Financial Officer asked the Board if there were any objections to the utility adjustment
report being presented quarterly instead of monthly. There were no objections.
Report from the City Administrator There was no report.
Economic Development Task Force Presentation/Discussion-Sam Baird of the Task Force
spoke to the Board about the City sign ordinance. The task force presented the Board with
recommendations for changes to the ordinance that they would like the Board to pass along to
the Planning and Zoning Commission to consider. After discussion among the Board, a Motion
was made by Alderman Vincent and seconded by Alderman Hemphill to send the information to
Planning and Zoning. Alderman Vincent-Aye, Alderman Johnson-Aye, Alderman Simmons---,
Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye.
Motion carried
Water and Sewer Rate Study Presentation- The City Administrator presented the results of
the study that was the accumulation of four months of calculating. The information had been
presented to the BOA at a special meeting on June 4th. The Mayor asked if there were any
questions or comments from the Board or the citizens present. There were none.
SSO Draft Report- The City Administrator presented the study that City staff had put together.
It was explained that this study was done to provide options available to ultimately eliminate the
SSO’s at Regional Lift Station. The City Administrator expressed that this information was to be
used as a planning tool, not to provide a definitive answer to the problem. There was discussion
among the Board and staff and a Motion was made by Alderman Vincent with a second by
Alderman Hemphill to move ahead with the following staff’s recommendations:

•Ask Springfield if we can borrow their flow meters so that we can begin gathering dry and wet
weather flow data. If the is not possible, then the City will need to purchase them.
•Identify elements of the collection system to be rehabilitated to remove/eliminate some I&I,
manholes and/or main line rehabilitation.
•Develop option for funding both interim and long term solutions.
•Amend the HDR Engineering contract to prepare a design and estimate of probable cost for and
interim improvement pumping capabilities. Alderman Vincent-Aye, Alderman Johnson-Aye,
Alderman Simmons---, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman
Hemphill-Aye. All votes aye. Motion carried
Ordinance rezoning 307 E. Proctor Rd. from C-1 to C2 (2nd Reading)

AN ORDINANCE
AMENDING the Willard Land Use Regulations, Section 400.380A, City of Willard Zoning
Map, by rezoning parcel #880726402025, as shown in the records of the Greene County
Assessor’s office, known locally as 307 Procter Road, which is also identified as Lot 1 of
the Re-plat of the Jerry’s General Store Subdivision of the City of Willard.
Second read was conducted by the City Clerk.

Ordinance for the Freedom Bank final plat (2nd Reading)

AN ORDINANCE
AUTHORIZING the acceptance of the public streets and easements to the City of Willard as
shown on the Preliminary Plat of ATM Square, generally located in the
southeast corner of State Hwy AB and State Hwy 160, upon the applicant filing
and recording a final plat that substantially conforms to the preliminary plat;
and authorizing the City Clerk to sign the final plat upon compliance with the
terms of this ordinance. (Planning and Zoning Commission and staff
recommend that the Board of Aldermen accept the public streets and easements)

AN ORDINANCE
AN ORDINANCE repealing Title VII, Utilities, Chapter 710, Sewer Use and Sewer Rates,
Article VII, Wastewater Charges and Rates, Section 710.470, Rates, of the
Municipal Code of the City of Willard in its entirety and replaces it with a new
Section 710.470 and declaring an emergency.
First read was conducted by the City Clerk.
Citizen Input- Sam Baird asked that the rate increase be explained to the residents of Villa Park.
Discussion/Vote-Motion was made by Alderman Vincent and seconded by Alderman
Roggensees to approve the first read. Alderman Simmons---, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson-Aye.

Water Service, Section 705.040, Water Rates, of the Municipal Code of the City
of Willard in its entirety and replaces it with a new Section 710.470 and

AN ORDINANCE approving municipal code amendments to Title III, Traffic Code, Chapter
370, Vehicle Equipment, Article II, Other Vehicle Equipment, Section 370.160,
Seat Belts, of the Municipal Code of the City of Willard.
First read was conducted by the City Clerk.

Discussion/Vote- Alderman Vincent stated that that the citizens wanted the ordinance and that he
believes that they still do. Motion was made by Alderman Hemphill and seconded by Alderman
Johnson to approve the first read. Alderman Simmons---, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Nay and Alderman Johnson-Aye.
Four votes aye. One vote Nay. Motion carried.
Old Business-Alderman Roggensees stated that he would like to see the information on the
building code regulations put into a format that may make it easier for citizens to understand.
The Board discussed the feasibility of accomplishing this request. The City Clerk informed the
Board that there will be new software implemented soon that will assist in finding information
on all City codes and regulations.
Adjourn Meeting- Motion was made by Alderman Hemphill and seconded by Alderman
Vincent to adjourn the meeting. Alderman Simmons----, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson-Aye.
All votes aye. Motion carried.
