Board of Aldermen Meeting

CITY OF WILLARD BOARD OF ALDERMAN SPECIAL MEETING September 4, 2012 6:00 p.m. At 6:00 p.m. there was not a quorum present. Alderman Hemphill and the Mayor were the only members of the council present. After calling the remainder of the board members, a quorum was convened at 7:00 p.m. Board present: - Mayor Keltner-present, Alderman Vincent-present, Alderman Hemphill –present, Alderman Roggensees-present, Alderman Simmons-present, Alderman Trapp and Alderman Johnson were not present. Staff present: City Clerk, Dale Duvall; CFO, Karen Robson; and City Administrator, Nicholas Heatherly. Citizens in attendance: None Call to Order -Mayor Tom Keltner called the meeting to order at 7:00 pm. Roll Call -The City Clerk called the roll call. Alderman Trapp---, Alderman Roggensees-present, Alderman Hemphill-present, Mayor Keltner-present, Alderman Johnson---, Alderman Vincent-present and Alderman Simmons-present. Amendment to Ordinance 111114B (1st and 2nd reading) First Reading: 09-04-12 Second Reading: 09-04-12 BILL NO: 12-42 ORDINANCE NO: 120904 AN ORDINANCE approving an amendment to Ordinance No. 111114B to correct an error pertaining to the 2012 sales tax ballot issue. The City Administrator explained to the board and the Mayor that this ordinance would amend the current ordinance for the capital improvement sales tax that was passed in February 2012. This amendment changes the effective date from July 1, 2012 to January 1, 2013. The Department of Revenue will stop collecting on this tax the first day of the next quarter, October 1, 2012. The new date for imposition of the tax will be January 1, 2013. The City Clerk conducted the first reading in its entirety. Citizens Input-None Discussion/Vote-Motion was made by Alderman Simmons and seconded by Alderman Hemphill to accept the first read. Alderman Simmons-Aye, Alderman Trapp---, Alderman Roggensees-Aye, Alderman Hemphill- Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried. The City Clerk conducted the second reading in its entirety. Citizens Input-None Discussion/Vote-Motion was made by Alderman Hemphill and seconded by Alderman Vincent to accept the second read. Alderman Simmons-Aye, Alderman Trapp---, Alderman Roggensees-Aye, Alderman Hemphill- Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried. Adjourn Meeting- Motion was made by Alderman Hemphill and seconded by Alderman Simmons to adjourn the meeting. Alderman Simmons-Aye, Alderman Trapp---, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried.
