BOARD OF ALDERMAN
REGULAR MEETING
September 10, 2012
Board present: Alderman Trapp-present, Alderman Roggensees-present, Alderman Hemphill-present,
Mayor Keltner-present, Alderman Vincent-present and Alderman Simmons –present and Alderman
Johnson –present.
Staff present: City Clerk, Dale Duvall; CFO, Karen Robson; City Administrator, Nicholas Heatherly;
Director of Development, Randy Brown and Police Reserve, Bill Lingenfielser .
City Attorney Ken Reynolds was also present.
Citizens in attendance: Lucille Murray and several Masonic Lodge members.
Call to Order
Mayor Tom Keltner called the meeting to order at 7:00 pm.
Roll Call
The City Clerk called the roll call. Alderman Trapp-present, Alderman Roggensees-present, Alderman
Hemphill-present, Mayor Keltner-present, Alderman Johnson-present, Alderman Vincent-present and
Alderman Simmons-present.
Agenda Amendments/Approval of Agenda
Motion made by Alderman Simmons and seconded by Alderman Vincent to approve the agenda.
Alderman Vincent-Aye, Alderman Johnson-Aye Alderman Simmons-Aye, Alderman Trapp-Aye,
Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried.
Approve the minutes of the special meeting on August 13, 2012
Motion made by Alderman Hemphill and seconded by Alderman Vincent. Alderman Vincent-Aye,
Alderman Johnson-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. Six votes aye. Motion carried.
Approve the minutes of the regular meeting on August 13, 2012
Motion made by Alderman Vincent and seconded by Alderman Simmons to approve the minutes.
Alderman Vincent-Aye, Alderman Johnson-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye,
Alderman Roggensees-Aye and Alderman Hemphill-Aye. Six votes aye. Motion carried.
Approve the Minutes of the special meeting on August 22, 2012
Motion made by Alderman Johnson and seconded by Alderman Hemphill to approve the minutes.
Alderman Vincent-Abstained, Alderman Johnson-Aye, Alderman Simmons-Aye, Alderman Trapp-Aye
Alderman Roggensees-Aye and Alderman Hemphill-Aye. Five votes aye. One abstention due to absence.
Motion carried.

Motion made by Alderman Simmons and seconded by Alderman Johnson to approve the minutes.

Alderman Roggensees-Aye and Alderman Hemphill-Aye. Six votes aye. Motion carried.

due to absence. Motion carried.

Ceremonial Matters – The Mayor presented the Masonic Lodge with a proclamation for 100 years of
service and involvement in the City of Willard.

Financial Report
a. August Outstanding Invoices- Motion made by Alderman Vincent and seconded by Alderman
Roggensees to approve the invoices. Alderman Vincent-Aye, Alderman Johnson-Aye, Alderman
Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye.
All votes aye. Motion carried.
Questions for the City Administrator Alderman Hemphill asked if there were any new businesses that
have obtained business licenses recently. The City Clerk informed him that a handyman, a landscaping
company, an internet sales business and new owners for the Taekwondo studio. Artisan Jewelers will be
having their Grand Opening on Friday September 14tth at 10:00 a.m.
Dangerous Dog Ordinance

AN ORDINANCE approving municipal code amendments to Title II, Public Health Safety and Welfare,
Chapter 205, Animal Regulations, Article II, Dangerous Dogs, Section 205.090 and
Section 205.120, of the Municipal Code of the City of Willard.
Second read was conducted by the City Clerk.

Motion was made by Alderman Simmons and seconded by Alderman Trapp to approve the second read.

MODOT Agreement for Hunt Rd and Hwy 160

Council Bill No.: 12-40 Ordinance No.:120910A
AN ORDINANCE
AUTHORIZING the Mayor, on behalf of the City of Willard, to execute an agreement between the City
of Willard and the Missouri Highways and Transportation Commission to provide improvements of
reconstruction of the intersection of Route 160 and Hunt Road in the City of Willard.
Second read was conducted by the City Clerk.

Motion was made by Alderman Roggensees and seconded by Alderman Johnson to approve the second
read. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-
Aye, Alderman Vincent-Aye and Alderman Johnson-Aye. All votes aye. Motion carried.

AN ORDINANCE approving municipal code amendments to Title I, GOVERNMENT CODE,
ARTICLE II, Section 110.090, ORDER OF BUSINESS, of the Municipal Code of the City of Willard.
Second read was conducted by the City Clerk.
Citizen Input- None
Discussion/Vote-Alderman Roggensees asked that the ordinance be amended to add quarterly financials
to the order of business. Staff will amend and bring back the ordinance to the Board in October.
Motion died for lack of a motion.
Waterworks System, Sewer Use and Sewer Rates
AN ORDINANCE approving municipal code amendments to Section 705.070, Section 710.230, and
Section 710.460, of the Municipal Code of the City of Willard pertaining to the Waterworks System and
Sewer Use and Sewer Rates.
First read was conducted by the City Clerk.
Citizen Input- None
Discussion/Vote- The Board and staff discussed the proposed procedure changes for disconnect /shut off
day. Staff explained that there cannot be a set date for shut offs to occur. This is due to holidays,
weekends and such.
Motion was made by Alderman Simmons and seconded by Alderman Hemphill to approve the first read.
Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye,
Alderman Vincent-Nay and Alderman Johnson-Aye. Five votes aye. One vote nay. Motion carried.
Old Business
The City Administrator updated the Board on various items that staff is working on; On line bill pay for
utilities will begin on October 1, 2012 staff passed out information on auditing firms, bids should go out
soon, interviews will begin soon for the Director of Community Services position, the two new police
officers are almost done with their training, Public Works has been very busy with leaks and such, bids
are out for waterline improvement project, Mill St sidewalk project is still being worked on and restriping
of sidewalks is being done.
Adjourn Meeting- Motion was made by Alderman Hemphill and seconded by Alderman Simmons to
adjourn the meeting. Alderman Simmons--Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye,
Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson-Aye. All votes aye. Motion
carried.
