CITY OF WILLARD BOARD OF ALDERMAN SPECIAL MEETING September 18, 2012 Board present: Alderman Hemphill-present, Mayor Keltner-present, Alderman Vincent-present and Alderman Simmons –present and Alderman Trapp -present. Alderman Johnson -----, Alderman Roggensees------. Staff present: CFO, Karen Robson and Officer Shane Turner. City Attorney, Ken Reynolds was also present. Citizens in attendance: Josie Slieter and Sharlene Williams, Interpreter. Mayor Keltner led the Pledge of Allegiance Call to Order Mayor Tom Keltner called the meeting to order at 6:30 pm. Roll Call The City Clerk called the roll call. Alderman Trapp-present, Alderman Roggensees----, Alderman Hemphill-present, Mayor Keltner-present, Alderman Johnson-----, Alderman Vincent-present and Alderman Simmons-present. Alderman Roggensees arrived at 6:35 p.m. Appeal Hearing for Josie Slieter The Board listened to testimony by Josie Slieter regarding the dog that had been declared dangerous in 2009 and was now residing at 612 Daniel with Ms. Slieter. The dog was involved in another biting incident on August 29, 2012. Motion was made by Alderman Simmons and seconded by Alderman Hemphill that a violation of the dangerous dog ordinance had occurred. Alderman Simmons--Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried. Motion was made by Alderman Vincent with a second by Alderman Hemphill to require Joie Slieter to post a bond of $325.00 to cover impounding expenses, and allow her 30 days to correct the violation. If not corrected, the bond will be forfeited and an order to humanely destroy the dog will be issued.. Alderman Simmons--Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried. After discussion among the attorney and the Board, it was determined that due to inability or unwillingness to currently comply with the dangerous dog requirements that a letter would be sent to Ms. Slieter of the Board’s intent to destroy the dog. Motion was made by Alderman Simmons and seconded by Alderman Vincent. Alderman Simmons--Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried. 09-18-12 BOA Special Minutes Page 1 of 2 Adjourn Meeting- Motion was made by Alderman Hemphill and seconded by Alderman Simmons to adjourn the meeting. Alderman Simmons--Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried.
