CITY OF WILLARD BOARD OF ALDERMAN SPECIAL MEETING November 1, 2012 Board present: Alderman Roggensees-present, Alderman Hemphill-present, Mayor Keltner-present, Alderman Vincent-present and Alderman Simmons -present. Alderman Trapp and Alderman Johnson were absent. Staff present: City Clerk, Dale Duvall; City Administrator, Nicholas Heatherly; and Director of Development, Randy Brown. Citizens in attendance: None Mayor Keltner led the Pledge of Allegiance Call to Order Mayor Tom Keltner called the meeting to order at 7:15 pm, due to no quorum until 7:15 p.m. Roll Call The City Clerk called the roll call. Alderman Trapp---, Alderman Roggensees-present, Alderman Hemphill-present, Mayor Keltner-present, Alderman Johnson---- Alderman Vincent-present and Alderman Simmons-present. Approval of the Safe Routes to School Grant The City Administrator had Randy Brown, Director of Development discuss the two grants that the City would like approval to apply for. One is an enhancement grant that has a 20% match and the other is a no match grant. They would be used to build sidewalks to finish the connection from Z Hwy down Farmer Rd to the intermediate and elementary schools. The monies would come out of the 2013 budget and we would have an answer in early 2013 as to whether we received either one. We would only accept one grant. Motion was made by Alderman Roggensees and seconded by Alderman Simmons to allow the Mayor to sign for the grant applications. Alderman Simmons-- Aye, Alderman Trapp---, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried. Adjourn the Open Meeting Motion was made by Alderman Simmons and seconded by Alderman Vincent to close the open session. Alderman Simmons--Aye, Alderman Trapp---, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried. Motion was made by Alderman Simmons and seconded by Alderman Hemphill to go into closed session pursuant to section 610.021 #(1)legal. Alderman Simmons--Aye, Alderman Trapp---, Alderman Roggensees-Aye, Alderman Hemphill--Aye, Alderman Vincent-Aye and Alderman Johnson----. All votes aye. Motion carried. Adjourn Meeting- Motion was made by Alderman Simmons and seconded by Alderman Hemphill to adjourn the meeting. Alderman Simmons--Aye, Alderman Trapp---, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Johnson---. All votes aye. Motion carried.
