Board of Aldermen Meeting

CITY OF WILLARD BOARD OF ALDERMAN WORK STUDY SESSION June 24, 2013 7:00 p.m. The Board of Aldermen of Willard met for a study session in the Municipal Courtroom at Willard City Hall. Board present: Alderman Roggensees, Alderman Hemphill, Mayor Forshee and Alderman Johnson. Alderman Trapp, Alderman Vincent and Alderman McDonald were absent. There was no quorum. Staff present: City Administrator, David Gardner; and City Clerk, Dale Duvall Citizens present: Stacia Buffington and Sam Baird. Tom Stechman of Utility Services gave a presentation on the maintenance agreements for the water towers. There was discussion on whether to add a minimum penalty fee to the city code book. The alcohol ordinance was discussed, specifically, the distance requirement for a church or school and the fees for a liquor license. The City Clerk will be bringing information from other cities to the July Board work study session. The City Administrator spoke to the Board about security systems for city owned buildings, specifically the aquatic center, the recreation center and city hall. The City Administrator will have figures for the Board soon, The City Clerk spoke to those present about the three (3) options for records retention. She will be setting up presentations for vendors to come and speak to the Board about the options and costs associated with each option. The proposed ethics policy was discussed and it will be incorporated with the current city employee manual and brought to the Board at the July meeting for approval. Information on annual performance evaluations of all employees will be included in the manual. There was discussion of items for the July 8th Board meeting. Dale Duvall, City Clerk
