BOARD OF ALDERMAN
REGULAR MEETING
July 8, 2013
Board present: Alderman Trapp-present, Alderman Roggensees--present, Alderman Hemphill-present,
Alderman McDonald, Alderman Vincent-present and Mayor Forshee-present. Alderman Johnson was not
present.
Staff present: City Clerk, Dale Duvall; Director of Development, Randy Brown; Chief Financial Officer,
Karen Robson; Public Works Director; Justin Reaves, Community Services Director; J.C. Loveland,
Dustin Long, Carolyn Halverson, Finance Clerk and Sergeant Shipley.
City Attorney Ken Reynolds was present.
Citizens in attendance: Jim Vaughn, Brad Mowell, Lucille Murray, and Tim Perriman.
Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Forshee.
Call to Order
Mayor Forshee called the meeting to order at 7:00 pm.
Roll Call
The City Clerk called the roll call. Alderman Trapp-present, Alderman Hemphill-present, Alderman
Vincent-present. Alderman McDonald-present, Alderman Roggensees-present and Mayor Forshee-
present. Alderman Johnson-absent.
Agenda Amendments/Approval of Agenda
The City Clerk announced two additions to the agenda. Utility reading radios and security cameras.
Motion made by Alderman Vincent and seconded by Alderman McDonald to approve the agenda with
the recommend additions. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald-Aye,
Alderman Trapp-Aye, Alderman Roggensees-Aye, and Alderman Hemphill-Aye. All votes aye. Motion
carried.
Approve the minutes of the work study session on June 24 2013
Motion made by Alderman Hemphill and seconded by Alderman Roggensees to approve the minutes.
Alderman Vincent-Abstained, Alderman Johnson---, Alderman McDonald-Abstained, Alderman Trapp-
Abstained, Alderman Roggensees-Aye, and Alderman Hemphill-Aye. Three votes aye. Three abstentions
due to absence. Motion carried.
Approve the minutes of the special meeting on June 10, 2013
Motion made by Alderman Hemphill and seconded by Alderman Trapp to approve the minutes.
Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald-Aye, Alderman Trapp-Aye,
Alderman Roggensees-Aye and Alderman Hemphill--Aye. All votes aye. Motion carried.
Citizen Input
Brad Mowell addressed the Board regarding the rights of citizens in reference to the denial of the beer
garden at the Freedom Fest.
Financial Report
May 2013 Financial Statements-The Chief Financial Officer presented the May statements. Motion
made by Alderman McDonald and seconded by Alderman Vincent to approve the statements. Alderman

Roggensees-Aye and Alderman Hemphill-Nay. Four votes aye. One vote Nay. Motion carried.
May 2013 Budget Summaries–Informational Only. No vote taken.
June 2013 outstanding invoices- Motion made by Alderman McDonald and seconded by Alderman
Vincent to approve the invoices. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald-
Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. Five votes aye.
Motion carried.
Motor Fuel Sales Tax Spreadsheet-Informational Only.
Utility Reading Radios Discussion/Vote
The City Administrator presented a proposal to the Board for new radios. A company named RG3 was
offering to make Willard a pilot city for this new system and that the city would receive the field
computer, route software receiver and training at no cost. The total cost to replace 3000 meters and radios
would be $325,000.00. The Board discussed the proposal, asking questions of the Public works Director,
and decided that they want a bidding process to be done with at least three vendors.
Security Cameras Discussion/Votes
The City Administrator presented a proposal for security cameras to be placed at City Hall and the
Aquatic Center. Motion made by Alderman Roggensees and seconded by Alderman Hemphill to approve
the purchase. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald-Aye, Alderman Trapp-
Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried.
Questions for the Department Heads
The Department Heads gave their reports and answered questions from the Board.

Amendment to the Tree Board Ordinance (1st and 2nd Reading)
AN ORDINANCE REGULATING THE PLANTING, MAINTENANCE, AND REMOVAL OF
TREES, SHRUBS, AND OTHER PLANTS; AND CREATING A TREE BOARD IN THE CITY OF
WILLARD, STATE OF MISSOURI.
First read was conducted by the City Clerk
Discussion/Vote: Motion made by Alderman Roggensees and seconded by Alderman Vincent to approve
the first reading. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald-Aye, Alderman
Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried.

carried.
Ethics Policy Discussion
The City Clerk stated that this item would be brought to the work study session for more clarification
from the Board as to what they want this policy to contain.

New Business
The City Clerk spoke to the Board about a letter of support for the Hamilton Group project. This is a
multi-family housing development that would be across from the Willard police department. The clerk
stated that she would be rafting a letter and asked the Board members to sign it, to assist the Hamilton
Group in getting funding for the project.

Motion made by Alderman McDonald and seconded by Alderman Hemphill to adjourn the meeting.

Alderman Roggensees-Aye and Alderman Hemphill- Aye. All votes aye. Motion carried. The Mayor
announced that the Board would be going into closed session pursuant to RSMo Section 610.021 (#1)
Legal and (#3) Personnel.
Open meeting adjourned at 9:08 p.m.
Closed Session
Motion made by Alderman McDonald and seconded by Alderman Vincent to go into closed session
pursuant to Section 610.021(#1) Legal and (#3) Personnel. Alderman Vincent-Aye, Alderman Johnson---,
Alderman McDonald-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-
Aye. All votes aye. Motion carried. 9:20 p.m.
Motion made by Alderman Hemphill and seconded by Alderman Vincent to close the closed session,
open the open session and close the open session. Alderman Vincent-Aye, Alderman Johnson---,
Alderman McDonald-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-
Aye. All votes aye. Motion carried.
