Board of Aldermen Meeting

CITY OF WILLARD BOARD OF ALDERMAN WORK STUDY SESSION July 22 2013 7:00 p.m. The Board of Aldermen of Willard met for a study session in the Municipal Courtroom at Willard City Hall. Board present: Alderman Roggensees, Alderman Hemphill, Mayor Forshee, Alderman Trapp and Alderman Vincent. Alderman Johnson and Alderman McDonald were absent. Staff present: City Administrator, David Gardner; and City Clerk, Dale Duvall Citizens present: Stacia Buffington, Sam Baird, Mike Graves, Dr. Medlin and Brad Mowell. Dr. Medlin spoke to the Board about the safe room grant that the City had passed on in 2011. FEMA will not allow for the City to transfer the grant to the school. The school district is now asking that the City accept the grant and the school district will reimburse the City for all of the $282,000 that the City would pay out for the safe room. The City would need to ask SEMA for an extension on the grant project completion date and after discussion, it was decided to bring the topic up for a vote at a special meeting of the Board of Aldermen on 7/29/13. The City Administrator stated that the bids for the RG-3 meter readers close on 8/2/13 and they will be brought to the Board at the regular meeting in August. Alderman Roggensees stated that he would like this information as soon as possible for review. The Board expressed concern about the added items to the agenda without prior notice. Alderman Vincent requested that the City Attorney be present at all Board meetings. The City Administrator told the Board that he was meeting with Springfield representatives regarding water at the Meadows, on Wednesday. Brett Bensen of R & D Computer Systems did a presentation on document retention software. The proposed ethics policy and amended employee manual was discussed and will be brought to the Board at the July meeting for approval.
