CITY OF WILLARD BOARD OF ALDERMEN REGULAR MEETING November 14, 2022 7:00 p.m. Staff present: Interim City Administrator, Steve Bodenhamer; Acting City Clerk, Dona Slater; Parks Director, Jason Knight; City Planner, Scott Hayes; Police Officer, JD Landon; Chief of Police, Tom McClain; Director of Public Works, Justin Sorgen; and Director of Finance, Carolyn Halverson. City Attorney Ken Reynolds was present. Citizens in attendance: Kim Haase, Jen Rowe, Shirley Ellingsworth, Kelsa Kistley, Terry Kathcart, Bradley Mowell, Kathy Stewart, Scott Stewart, Mindy Latham, Roscoe Killingsworth, Adam and Stacy Wade, Gayer Dixon and Steph Bradshaw. Call to Order. Mayor Snider called the meeting to order at 7:00 p.m. Roll Call. The Acting City Clerk conducted the Roll Call. Alderman Simmons-present, Alderman Hendrickson-present, Alderman Whitman-present, Alderman Baird-present, Alderman Hall-present and Mayor Snider-present. Agenda Amendments/Agenda Approval. Motion was made by Alderman Simmons and seconded by Alderman Baird to approve the Agenda with errors corrected. Motion carried with a vote of 5-0. Voting aye: Aldermen Hendrickson, Simmons, Baird, Whitman and Hall. Consent Agenda. Motion was made by Alderman Baird and seconded by Alderman Hall to approve the Consent Agenda. Motion carried with a vote of 5-0. Voting aye: Aldermen Hendrickson, Simmons, Baird, Whitman and Hall. Discussion/Vote on current Outstanding Invoices, draft and Check Paid Invoices for October/November 2022. Motion was made by Alderman Simmons and seconded by Alderman Hall to approve the current Outstanding Invoices, draft and Check Paid Invoices for October/November 2022. Motion carried with a vote of 5-0. Voting aye: Aldermen Hendrickson, Simmons, Baird, Whitman and Hall. Administrator’s Report The Interim City Administrator presented his report. Citizen Input. None. Public Hearing on Conditional Use Permit for Stephanie Bradshaw. The Public Hearing opened at 7:17 p.m. Adam and Stacy Wade, 835 Saratoga, voiced their concerns about the number of horses and the manure/compost being close to their property line. Steph Bradshaw addressed these concerns and said the compost pile will be moved. The Public Hearing was closed at 7:30 p.m. Ordinance approving a Conditional Use Permit for Stephanie Bradshaw (1st & 2nd Read) Discussion/Vote. 11-14-22 BOA Minutes Page 1 The first (1st) read was conducted by the Acting City Clerk. Motion was made by Alderman Whitman and seconded by Alderman Hall to approve the Conditional Use Permit for Stephanie Bradshaw. Motion carried with a vote of 5-0. Voting aye: Aldermen Baird, Simmons, Hendrickson, Whitman and Hall. The second (2nd) read was conducted by the Acting City Clerk. Motion was made by Alderman Simmons and seconded by Alderman Baird to approve the Conditional Use Permit for Stephanie Bradshaw. Motion carried with a vote of 5-0. Voting aye: Aldermen Baird, Simmons, Hendrickson, Whitman and Hall. Ordinance calling for the regular election in the City of Willard, Missouri, for the purpose of having the qualified voters of said City elect one (1) Mayor and three (3) Aldermen. (1st & 2nd Read) Discussion/Vote. The first (1st) read was conducted by the Acting City Clerk. Motion was made by Alderman Simmons and seconded by Alderman Whitman to call for the regular election in the City of Willard, Missouri, for the purpose of having the qualified voters of said City elect one (1) Mayor and three (3) Aldermen. Motion carried with a vote of 5-0. Voting aye: Aldermen Baird, Simmons, Hendrickson, Whitman and Hall. The second (2) read as conducted by the Acting City Clerk. Motion was made by Alderman Baird and seconded by Alderman Hall to call for the regular election in the City of Willard, Missouri, for the purpose of having the qualified voters of said City elect one (1) Mayor and three (3) Aldermen. Motion carried with a vote of 5-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, Baird and Hall. Discussion/Vote to approve Liberty Utility Streetlight Changes on Charlotte & Wiley, New Melville & Ross, 303 Excalibur, Hughes Road and Osage & Saratoga. Liberty is updating lights to LED as they are needing to be fixed. The Police Department will send a list of all outages in the City. These locations will be sent to Liberty for repair. Motion was made by Alderman Simmons and seconded by Alderman Whitman to approve Liberty Utility Streetlight Changes on Charlotte & Wiley, New Melville & Ross, 303 Excalibur, Hughes Road, and Osage & Saratoga. Motion carried with a vote of 5-0. Voting aye: Aldermen Baird, Simmons, Hendrickson, Whitman and Hall. Discussion Regarding the Operation and Maintenance of Sewage Pumps for Foxfire Development. The Interim City Administrator stated there is no documentation on this matter. He said the City will continue the operation and maintenance of the sewage pumps for the Foxfire Development and document such by ordinance. The City Attorney agrees. Ordinance Accepting the 2022 Final Amended Budget for the City of Willard (1st Read) Discussion/Vote. Discussion was made as to the differences between the Amended 2022 Budget that was presented at the October 24, 2022 Work Study and the Final Amended Budget presented at this Board of Aldermen meeting. The Director of Finance said that there have been a few changes and that the last meeting was a Work Study and the Amended 2022 Budget was still being worked on. The first (1st) read was conducted by the Acting City Clerk. Motion was made by Alderman Whitman and seconded by Alderman Baird to approve the Ordinance Accepting the 2022 Final Amended Budget for the City of Willard. Motion carried with a vote of 5-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, Baird and Hall. Public Hearing on Proposed 2023 Budget. This Agenda item was Tabled. Ordinance accepting the Proposed 2023 Budget for the City of Willard (1st & 2nd Read) Discussion/Vote This Agenda item was Tabled. 11-14-22 BOA Minutes Page 2 New Business. Alderman Baird requested an Excel spreadsheet of the Budgets instead of a PDF document because he can sort and find what he needs faster. The Interim City Administrator said it has always been his policy to never send out an editable document. Alderman Baird called for a vote to change the City’s policy and allow editable documents to be sent to the Board of Aldermen. Motion was made by Alderman Baird and seconded by Alderman Simmons to approve a policy change for the City of Willard to allow editable documents to be sent to the Aldermen. Motion carried with a vote of 5-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, Baird and Hall. Unfinished Business. Alderman Baird asked the Mayor if he was going to bring applications he has received for the vacant Alderman seat so the Aldermen could review them and make a decision. The Mayor said he has presented them before and no decision was made. Recess Open Session. Motion was made by Alderman Hendrickson and seconded by Alderman Hall to recess the open session. Motion carried with a vote of 5-0. Voting aye: Aldermen Hendrickson, Simmons, Baird, Whitman and Hall. The Open Session recessed at 9:30 p.m. Open Executive Session. Motion was made by Alderman Simmons and seconded by Alderman Whitman to open the Executive Session. Motion carried with a vote of 5-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, Baird and Hall. The Executive Session was opened at 9:45 p.m. Close Executive Session. Motion was made by Alderman Simmons and seconded by Alderman Hendrickson to close the Executive Session. Motion was carried with a vote of 5-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, Baird and Hall. The Executive Session closed at 10:15 p.m. Adjourn Meeting. Motion was made by Alderman Hendrickson and seconded by Alderman Whitman to adjourn the meeting. Motion carried with a vote of 5-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, Baird and Hall.
