CITY OF WILLARD PLANNING AND ZONING REGULAR MEETING October 25, 2011 7:00 P.M. Board present: Mayor Tom Keltner; Valorie Simpson; Lucille Murray; Ryan Nicholls; City Clerk, Dale Duvall; Robert Taylor, Alderman Cyndi Trapp and Charlie Gugel. Staff present: Director of Development, Randy Brown; City Clerk, Dale Duvall and City Administrator, Nicholas Heatherly. Guest present: Jared Rasmussen of Olsson Engineering. Chairman, Ryan Nicholls called the meeting to order. Roll Call City Clerk, Dale Duvall called roll call: Lucille Murray-present; Charlie Gugel-present; Valorie Simpson-present; Alderman Cyndi Trapp-present; Mayor Keltner-present; Robert Taylor -present; Ryan Nicholls-present; and City Clerk Dale Duvall-present. Agenda Amendments/Approval of Agenda Motion by Valorie Simpson with a second by Lucille Murray to approve the agenda. Mayor Keltner-Aye; Lucille Murray-Aye; Charlie Gugel-Aye; Ryan Nicholls-Aye; Valorie Simpson-Aye; Robert Taylor-Aye; Cyndi Trapp-Aye and Dale Duvall-Aye. Eight (8) votes aye. Motion carried. Approve the Minutes of the Special Meeting on August 8, 2011 Motion by Lucille Murray with a second by Robert Taylor to approve the minutes from the August 8, 2011 meeting. Mayor Keltner-Aye; Lucille Murray-Aye; Charlie Gugel-Aye; Ryan Nicholls-Aye; Valorie Simpson-Aye; Robert Taylor-Aye; Cyndi Trapp-Aye and Dale Duvall-Aye. Eight (8) votes aye. Motion carried. Goodwyn/Freedom Bank Minor Subdivision The Director of Development asked for recommendation for approval of the minor subdivision to take to the Board of Aldermen. Motion by Robert Taylor with a second by Lucille Murray, Mayor Keltner-Aye; Lucille Murray-Aye; Charlie Gugel-Aye; Ryan Nicholls-Aye; Valorie Simpson-Aye; Robert Taylor-Aye; Cyndi Trapp-Aye and Dale Duvall-Aye. Eight (8) votes aye. Motion carried. Chairman, Ryan Nicholls opened the PUBLIC HEARING TO CONSIDER THE CHANGES TO THE CITY OF WILLARD MUNICIPAL CODE BOOK, TITLE IV, LAND USE, CHAPTER 400: SECTION 400.520 AND SECTION 400.570 PERTAINING TO ANIMALS. There was no citizen input and the public hearing was closed. Discussion/Recommendations of the proposed amendment changes The Commission discussed the proposed amendments that would allow chickens to be kept in all zoning districts. After much debate, the Chairman asked for a motion. There was no motion and therefore the Commission makes no recommendation to the Board of Aldermen on this proposed ordinance amendment.
