CITY OF WILLARD PLANNING AND ZONING REGULAR MEETING December 27, 2011 7:00 P.M. Board present: Mayor Tom Keltner; Valorie Simpson; Lucille Murray; Ryan Nicholls; City Clerk, Dale Duvall; Robert Taylor, Alderman Cyndi Trapp and Charlie Gugel. Staff present: Director of Development, Randy Brown; City Clerk, Dale Duvall and City Administrator, Nicholas Heatherly. Guest present: Josh Edwards and Matt Kaufmann,. Chairman, Ryan Nicholls called the meeting to order. Roll Call City Clerk, Dale Duvall called roll call: Lucille Murray-present; Charlie Gugel-present; Valorie Simpson-present; Alderman Cyndi Trapp-present; Mayor Keltner-present; Robert Taylor -present; Ryan Nicholls-present; and City Clerk Dale Duvall-present. Agenda Amendments/Approval of Agenda Motion by Lucille Murray with a second by Valorie Simpson to approve the agenda. Mayor Keltner-Aye; Lucille Murray-Aye; Charlie Gugel-Aye; Ryan Nicholls-Aye; Valorie Simpson-Aye; Robert Taylor-Aye; Cyndi Trapp-Aye and Dale Duvall-Aye. Eight (8) votes aye. Motion carried. Approve the Minutes of the Regular Meeting on October 25, 2011 Motion by Lucille Murray with a second by Charlie Gugel to approve the minutes from the October 25, 2011 meeting. Mayor Keltner-Aye; Lucille Murray-Aye; Charlie Gugel-Aye; Ryan Nicholls-Aye; Valorie Simpson-Aye; Robert Taylor-Aye; Cyndi Trapp-Aye and Dale Duvall-Aye. Eight (8) votes aye. Motion carried. Citizen Input Josh Edwards addressed the board and asked for the permission to lay a concrete driveway next to his existing driveway at his residence. Matt Kaufmann would like to add a driveway and also to be able to drive into the rear of his house to park a work trailer and skid steer in the backyard. After discussion between staff, the commission and the citizens, Chairman Nicholls asked that Mr. Kaufmann and Mr. Edwards go through the application process for a text amendment and for follow-up to be put on the agenda for the next meeting. Discussion/Recommendations of the proposed amendment changes The City Administrator spoke to the board and discussed the need for clarity of various codes that have been identified by staff. The City Administrator explained that these changes needed to be initiated by a citizen, a board member, or a member of the commission. After discussion a Motion was made by Lucille Murray with a second by Cyndi Trapp to approve the initiation of all discussed land use regulation changes.
