Planning and Zoning Meeting

CITY OF WILLARD PLANNING AND ZONING REGULAR MEETING March 26, 2013 7:00 P.M. Meeting opened by Vice-Chairman Robert Taylor at 7:05 p.m. Staff present: City Clerk, Dale Duvall; and Director of Development, Randy Brown. Attorney Ken Reynolds was also present. Guests present: Chris Upp Roll Call: Present: Secretary Valorie Simpson, Mayor Keltner, Vice-Chairman Robert Taylor, and Lucille Murray. Absent: Cyndi-Trapp, Charlie Gugel and Ryan Nicholls. Approval of Agenda Motion by Mayor Keltner; Second by Lucille Murray to approve the agenda. Valorie Simpson-Aye, Lucille Murray-Aye, Cyndi-Cosby Trapp----, Charles Gugel---, Ryan Nicholls----, Robert Taylor-Aye, and Mayor Keltner- Aye. All votes “Aye”. Motion passed. Approve the minutes from the January 22, 2013 meeting: Motion by Lucille Murray; Second by Valorie Simpson to approve the minutes. Valorie Simpson-Aye, Lucille Murray-Aye, Cyndi-Cosby Trapp----, Charles Gugel---, Ryan Nicholls----, Robert Taylor-Aye, and Mayor Keltner- Aye. All votes “Aye”. Motion passed. Staff summary of the proposed final plat approval for the Highway 160 West Subdivision-Phase 1 The Director of Development discussed the staff review of the final plat noting that staff recommends approval. The City Attorney stated that John Price from Conco had been contacted and was drafting a contract regarding the proposed timeframe for the building of the sidewalk. This will be presented to the Board of Aldermen at the time that the final plat is presented for approval. Citizens Input Chris Upp of Conco Quarries spoke to the Commission and stated that the storm water detention was developed for the entire development, although phase two (2) is not up for approval at this time. Commission Discussion and Recommendation to the Board of Aldermen for the final plat approval for the Highway 160 West Subdivision-Phase 1. Motion by Valorie Simpson; Second by Robert Taylor to recommend the final plat be approved by the Board of Aldermen with the understanding that the contract regarding the sidewalk will be presented at that time to the Board.. Valorie Simpson-Aye, Lucille Murray-Aye, Charles Gugel----, Mayor Keltner- Aye, Robert Taylor-Aye, Cyndi Cosby-Trapp--- and Ryan Nicholls ----. All votes “Aye”. Motion passed.
