Planning and Zoning Meeting

CITY OF WILLARD PLANNING AND ZONING REGULAR MEETING November 26, 2013 7:00 P.M. Meeting opened by Vice-Chairman Robert Taylor at 7:00 p.m. Staff present: Director of Development, Randy Brown. Attorney Ken Reynolds was also present. Roll Call: Present: Secretary Valorie Simpson, Vice-Chairman Adam Shelledy, Lucille Murray, Dave Helton, Chairman Robert Taylor, Mayor Forshee, and Bryan Vincent. Approval of Agenda The last item on the agenda needs to be changed to read item # 10.Motion made by David Helton with a second by Robert Taylor to approve the agenda with this change. Valorie Simpson-Aye, Lucille Murray-Aye, Bryan Vincent--Aye, Adam Shelledy-Aye, Dave Helton-Aye, Robert Taylor-Aye, and Mayor Forshee- Aye. All votes “Aye”. Motion passed. Approve the minutes from the October 22, 2013 regular meeting: The City Clerk stated that there are two changes needed on these minutes. There needs to be a change to mark Lucille Murray as making the second on the nomination of Robert Taylor to Chairman. There is also a change to add “to” on the recommendation portion of the rezoning from R-3 to C-1 motion. Motion by Lucille Murray with a second by Bryan Vincent to approve the minutes with the above changes. Valorie Simpson-Aye, Lucille Murray-Aye, Bryan Vincent-Aye, Adam Shelledy-Aye, Dave Helton-Aye, Robert Taylor-Aye, and Mayor Forshee- Aye. All votes “Aye”. Motion passed. Citizens Input-None. Public Hearing to consider and recommend to the Board of Aldermen, changes to the City of Willard Municipal Code Book, Title IV. Land Use, Chapter 400: Article X. Signs City Attorney, Ken Reynolds opened the hearing. There was no citizen input. Ken Reynolds closed the hearing. Discussion/vote for recommendation to the Board of Aldermen amendments to Chapter 400 Article X: Signs. There was discussion pertaining to: Section 400.850 Definitions-sign roof , Section 400.870 Sign illumination, Section 400.910 Signs permitted in C Commercial Districts, and Section 400.950 Detached signs. Motion by Lucille Murray with a second by Adam Shelledy to recommend the amendments to the Board of Aldermen with the following changes: add the word “attached” to Section 400.910, so that is reads, “inclusive of all attached signs permitted.”. Valorie Simpson-Aye, Lucille Murray-Aye, Bryan Vincent-Aye, Adam Shelledy-Aye, Dave Helton-Aye, Robert Taylor-Aye, and Mayor Forshee- Aye. All votes “Aye”. Motion passed. It was also suggested by the Commission that the Director of Development should come speak with the P&Z Commission if more clarifications or changes need to be addressed regarding the sign ordinance.
