Planning and Zoning Meeting

CITY OF WILLARD PLANNING AND ZONING REGULAR MEETING February 25, 2014 7:00 P.M. Meeting opened by Chairman Robert Taylor at 7:05 p.m. Staff present: City Administrator, J. Everett Mitchell; and Director of Development, Randy Brown. Attorney Ken Reynolds was also present. Guests present: Gaytha Yates, Gary Wirth, Norm Meester, David Larimore, Kirk Reisner and the architect for ghn; Joe Vejuraska. Roll Call Present: Secretary Valorie Simpson, Adam Shelledy, Lucille Murray, Dave Helton, Chairman Robert Taylor, and Absent: Mayor Forshee and Bryan Vincent. Approval of Agenda Motion made by Valorie Simpson with a second by Lucille Murray to approve the agenda. Valorie Simpson-Aye, Lucille Murray-Aye, Bryan Vincent----, Adam Shelledy-Aye, Dave Helton-Aye, Robert Taylor-Aye, and Mayor Forshee- --. All votes “Aye”. Motion passed. Approve the minutes from the November 26, 2013 regular meeting Motion by Lucille Murray with a second by Adam Shelledy to approve the minutes. Discussion/vote on the major site plan for the Willard Fire Protection District Sketch Plan. There was discussion of the site plan and various aspects such as the sidewalk, water line size, landscaping and permit fees. The Fire Protection District was informed by the City Administrator that a request for a variance would need to be submitted to be able to bypass the sidewalk regulations. The City Attorney stated that there is no provision in the city codes to waive permit fees. The City Attorney did state that he is reviewing information to determine if a municipality may charge another municipality permit fees. It will also need to be determined if a fire protection district is a government entity. The Director of Development noted that access easements would need to be included when the utilities are installed. The architect stated that the site plan mistakenly showed 3” line and that it will be an 8” line that is installed. Motion by Valorie Simpson with a second by Lucille Murray to approve the site plan without any conditions.
