Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING November 24, 2015 7:00 P.M. Staff present: City Administrator, J. Everett Mitchell; City Clerk, Jennifer Rowe and Director of Development, Randy Brown Meeting opened by Vice-Chair Lucille Murray at 7:00 Roll Call Present: Lucille Murray, David Helton, Alderman Paul Hood, Mayor Corey Hendrickson and Valorie Simpson. Adam Shelledy and Terry Kathcart were absent. Approval of Agenda Motion was made by Valorie Simpson with a second by Mayor Hendrickson to approve agenda. Motion carried with a vote of 5-0. Voting Aye: Lucille Murray, David Helton, Valorie Simpson, Mayor Hendrickson and Alderman Paul Hood. Approval of minutes from September 22, 2015 Valorie Simpson indicated a change needed on the old business section to change the word development to easements. Motion was made by Valorie Simpson with a second by Alderman Paul Hood to approve minutes. Motion carried with a vote of 5-0. Voting Aye: Lucille Murray, David Helton, Valorie Simpson, Mayor Hendrickson and Alderman Paul Hood. Citizens Input None Discussion/Vote for Methodist Church Minor Subdivision. Randy Brown spoke about the layout of the property. The church desires to sell the house that is part of the property. To do this, they must first create a separate tract where the house is. The smaller tract meets the requirements for R-1 Single Family based on the Willard Municipal Code Section 400.420. Motion was made by David Helton with a second by Valorie Simpson to approve the minor subdivision. Motion carried with a vote of 5-0. Voting Aye: Lucille Murray, David Helton, Valorie Simpson, Alderman Paul Hood and Mayor Hendrickson. Discussion/Vote for ATM Commercial Subdivision: Building Facade. Randy Brown spoke about a Commercial Subdivision beside Freedom Bank. They need approval of the design plan to build with a similar facade as the Bank has, of brick and stone. The building shell will include four (4) store fronts. This may be brought back to the table in the future if they go with four (4) store fronts as new land surveys will need to be completed with a separate document for parking lot responsibility. Motion was made by Alderman Paul Hood with a second by David Helton to approve the design plan. Motion carried with a vote of 5-0. Voting Aye: Lucille Murray, David Helton, Valorie Simpson, Alderman Paul Hood and Mayor Hendrickson. Old Business The Jack Minnick Subdivision was not ready for further consideration as staff did not get everything to approve as the preliminary plat lacked information. They are waiting on the engineer Anderson, to complete water, sewer and storm water analysis. Discussion is tabled until the next meeting pending completion of the plat requirements. New Business None Adjourn Meeting David Helton made the motion to adjourn meeting at 7:22 P.M. with a second by Valorie Simpson. Motion carried with a vote of 5-0.
