Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING June 28, 2016 7:00 P.M. Staff present: City Clerk, Jennifer Rowe; and Director of Development, Randy Brown; Citizens present: None Meeting opened by Vice-Chairman Lucille Murray at 7:00 p.m. Roll Call Present: Lucille Murray, David Helton, Alderman Jamie Buckley, Terry Kathcart and Mayor Corey Hendrickson. Absent: Valorie Simpson and Adam Shelledy. Approval of Agenda Motion was made by David Helton with a second by Alderman Buckley to approve the Agenda. Motion carried with a vote of 5-0. Voting aye: Lucille Murray, Alderman Buckley, David Helton, Terry Kathcart and Mayor Hendrickson. Approval of minutes from May 24, 2016 Motion was made by Mayor Hendrickson with a second by Alderman Buckley to approve the Minutes from May 24, 2016. Motion carried with a vote of 5-0. Voting aye: Lucille Murray, Alderman Buckley, David Helton, Terry Kathcart and Mayor Hendrickson. Citizens Input None Nomination for Chairman Motion was made by David Helton and seconded by Alderman Buckley to nominate Adam Shelledy as Chairman for the Planning and Zoning Commission. Motion carried with a vote of 5-0. Voting aye: Lucille Murray, Alderman Buckley, David Helton, Terry Kathcart and Mayor Hendrickson. Nomination for Vice-Chairman Motion was made by Terry Kathcart and seconded by Alderman Buckley to nominate Lucille Murray as Vice-Chairman for the Planning and Zoning Commission. Motion carried with a vote of 5-0. Voting aye: Alderman Buckley, David Helton, Terry Kathcart and Mayor Hendrickson. Lucille Murray abstained. Nomination for Secretary Motion was made by Mayor Hendrickson and seconded by Terry Kathcart to nominate Valorie Simpson as Secretary for the Planning and Zoning Commission. Motion carried with a vote of 5-0. Voting aye: Lucille Murray, Alderman Buckley, David Helton, Terry Kathcart and Mayor Hendrickson. Discussion/Vote on Final Plat for Robertson Estates Randy Brown discussed the Robertson Estates final plat with the Board. Mr. Brown informed the Board that this final plat was only for the single house on the one (1) acre tract. This would be phase one (1) of this development. Motion was made by Terry Kathcart and seconded by Mayor Hendrickson to allow the separation of this tract as requested. Motion carried with a vote of 5-0. Voting aye: Lucille Murray, Alderman Buckley, David Helton, Terry Kathcart and Mayor Hendrickson. 06-28-16 P&Z Meeting Page 1 of 2 Old Business None New Business Randy Brown informed the Board that a sketch plan would be brought to the Board in the near future from Hamilton. This sketch plan will include forty-eight (48) units total that would be divided up by four (4) eight (8) unit apartments and eight (8) duplexes. Road improvements would be necessary to improve the intersection on Hughes and Hwy 160. Hamilton has indicated his willingness to provide monetary assistance toward the project. Mr. Brown also informed the Board that Crighton has indicated his desire to complete Right Street in the near future. This would include twenty-one (21) lots and would connect with Megan Lane and Farm Road 103. Adjourn Meeting Motion was made by Lucille Murray and seconded by Alderman Buckley to adjourn the Meeting.
