CITY OF WILLARD, MISSOURI
PLANNING AND ZONING
REGULAR MEETING
OCTOBER 23, 2018
7:00 P.M.
Staff present: City Administrator, Brad Gray; Director of Development, Randy Brown; and, Planning Assistant, Abby
Brixey.
City Attorney Ken Reynolds was present.
Citizens present: Tina Horn, Mike McCroskey, Aaron Lyons and Alderman Baird.
Meeting opened by Chairman Terry Kathcart at 7:00 P.M.
Mayor Hendrickson led the pledge of allegiance.
Roll Call
Present: David Helton, Bob Horn, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson.
Jose Casanova was absent.
Approval of Agenda
Motion was made by Mayor Hendrickson with a second by David Helton to approve the Agenda. Motion carried with
a vote of 6-0. Voting aye: David Helton, Bob Horn, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor
Hendrickson.
Approval of minutes from August 28, 2018 Meeting.
Motion was made by Valorie Simpson with a second by Alderman Whitman to approve the Minutes from the August
28, 2018 Planning and Zoning Meeting. Motion carried with a vote of 6-0. Voting aye: David Helton, Bob Horn,
Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson.
Citizens Input
None.
Public Hearing for rezoning of 310 S. Miller.
City Attorney Key Reynolds opened the Public Hearing on the rezoning of 310 S. Miller at 7:05 p.m.
Aaron Lyons, representing George Carden LLC, stated they are requesting the rezoning for office or retail.
Mike McCroskey, works for George Carden, stated the house is currently being rented, but they would like to see a
small office go in there.
No other citizens wished to speak, so City Attorney Ken Reynolds closed the public hearing at 7:08 p.m.
Discussion/Vote to approve Rezoning of 310 S. Miller from R-2 to C-1.
Director of Development Randy Brown reviewed the rezoning background report. Discussion was on the zoning and
intent of the owner.
Motion was made by Valorie Simpson and seconded by David Helton to approve the rezoning of 310 S. Miller. Motion
carried with a vote of 6-0. Voting aye: David Helton, Valorie Simpson, Terry Kathcart, Bob Horn, Alderman Whitman
and Mayor Hendrickson.
Terry Kathcart and Attorney Ken Reynolds stepped out at 7:13 p.m. and returned at 7:15 p.m
Discussion on zoning requirements for storage facilities.
City Administrator Brad Gray stated that this was an August meeting item, to help with the vision of the future of
Willard, namely the 160 Corridor. Discussion was made on what was needed to amend and things to consider.
Discussion was also made on M-1 zoning and buffer yards. Motion was made by Valorie Simpson and seconded by
Terry Kathcart to proceed with research on Chapter 400.470 A, M-1 and Buffer Yards. Motion carried with a vote of
5-1. Voting aye: David Helton, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Bob
Horn voted nay.
Presentation by Bob Horn on Green Meadows Subdivision.
Bob Horn discussed the Green Meadows Subdivision plans. Discussion was made on green space, black top, structure,
pole lights, and façade. He requested to be exempt from future changes to chapter 400.470. Discussion was also made
on architecture rendering that is needed for the façade.
Motion was made by Terry Kathcart and seconded by Valorie Simpson to table the discussion. Motion carried with
a vote of 5-0. Voting aye: David Helton, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor
Hendrickson.
Old Business
Mr. Brown informed the Commission that Longview Subdivision was posted for the Special Meeting on November
6, 2018. He also informed them that the sidewalk grant was submitted for 3200 feet of sidewalk on Hunt Road from
True Value to Truman, south of Osage, then to the school property and Miller Farm Park.
New Business
Valorie Simpson stated the new vision of 160 Corridor was already brought up under item 8.
Discussion was made on Autumn Brooke Phase 2 not having a speed limit sign posted. Terry Kathcart stated Megan
Lane is 30 mph, and Mr. Gray informed them he will bring this up with the Traffic Advisory committee.
Adjourn Meeting
Motion was made by David Helton and a second by Alderman Whitman to adjourn. Motion carried with a vote of 6-
0. Voting aye: David Helton, Bob Horn, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor
Hendrickson.
Meeting adjourned at 8:07 P.M.
