Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING NOVEMBER 6, 2018 7:00 P.M. Staff present: City Administrator, Brad Gray; Director of Development, Randy Brown; and, City Clerk, Jennifer Rowe. City Attorney Ken Reynolds was not present. Citizens present: Tina Horn and Derek Lee (Lee Engineering). Meeting opened by Chairman Terry Kathcart at 7:00 P.M. Mayor Hendrickson led the pledge of allegiance. Roll Call Present: Jose Casanova, David Helton, Bob Horn, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Approval of Agenda Motion was made by Valorie Simpson with a second by Terry Kathcart to approve the Agenda. Motion carried with a vote of 7-0. Voting aye: Jose Casanova, David Helton, Bob Horn, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Approval of minutes from October 23, 2018 Meeting. Motion was made by Valorie Simpson with a second by Terry Kathcart to approve the Minutes from the October 23, 2018 Planning and Zoning Meeting. Motion carried with a vote of 7-0. Voting aye: Jose Casanova, David Helton, Bob Horn, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Citizens Input None. Public Hearing for Final Planned Development for Longview Subdivision. Mayor Hendrickson opened the Public Hearing on the Final Planned Development for Longview Subdivision at 7:02 p.m. Derek Lee, of Lee Engineering, stated he was here for the developer to answer any questions. No other citizens wished to speak, so Mayor Hendrickson closed the public hearing at 7:03 p.m. Discussion/Vote to approve Final Planned Development for Longview Subdivision. City Administrator Brad Gray gave a background on the development. Director of Development Randy Brown reviewed the process for the development and discussed sewer and water. Discussion was then made on sidewalks and the Fire department concerns. Motion was made by Valorie Simpson and seconded by Bob Horn to approve the Final Planned Development for Longview Subdivision. Motion carried with a vote of 7-0. Voting aye: Jose Casanova, David Helton, Bob Horn, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Old Business Mr. Brown informed the Commission about plans received for a new building for Tanners Auto Body. Discussion was made on façade and what was needed. Plans will be brought to the November 27th P&Z for approval. Mr. Brown then informed the Commission of the survey error on the Autumn Brook Phase 2 final plat that was already approved. Discussion was made on the revisions needed. Mr. Brown then informed the Commission that the sidewalk grant the City had recently applied for has been awarded to the City. New Business None. Adjourn Meeting Motion was made by Bob Horn and a second by Alderman Whitman to adjourn. Motion carried with a vote of 7-0.
