RESOLVED, that the Village Administrator is hereby authorized and directed to publish a notice of
public hearing to be held on March 24, 2025 at 7:30 p.m. to hear all persons interested in communicating
on proposal law amending Chapter 81 (Sewer Use).
TORRE #1
WHEREAS, on April 12, 2010, the Village Board adopted a “Village of Williamsville Community Plan” as
an official comprehensive plan pursuant to New York State Village Law §7-722, which plan was amended on
May 26, 2015 (the (“Community Plan”); and
WHEREAS, the Village Board desires to update the Community Plan to guide future growth and
development (“Community Plan Update”); and
WHEREAS, New York State Village Law §7-722 authorizes the Village Board to create a “Special Board”
consisting of one or more members of the Village Planning Board and such other members as are appointed
by the Village Board to prepare a proposed comprehensive plan or an amendment thereto (“Special Board”);
and
WHEREAS, the Village Board believes a diverse Special Board with broad community representation is
necessary to effectively identify community needs and priorities in preparing the Community Plan Update;

and
WHEREAS, the function of the Special Board is to provide policy guidance through the comprehensive
planning process and prepare for the Village Board’s consideration the Community Plan Update;
NOW, THEREFORE, BE IT RESOLVED that, pursuant to New York State Village Law §7-722(4), the
Village of Williamsville Board of Trustees hereby establishes a Special Board, known hereafter as the
Comprehensive Plan Advisory Committee (CPAC), which shall:
(a) be composed of all members of the Planning Board, the Village Historian and such additional
members, to be appointed from time to time by the Village Board, based on their expertise and
commitment to the community planning process and representing the following:
Business organization
Childcare professional
Restaurant owner
Urban forestry
Developer
Business Owner
Banking
Recreation
Social Services
Agriculture/Food Systems
Media/Communications
(b) Conduct thorough analyses of existing conditions within the Village of Williamsville, including
demographic data, land use patterns, transportation networks, and environmental factors;
(c) Facilitate public engagement through meetings, surveys, and workshops to gather community
input on desired future development goals and priorities;
(d) Develop a draft Community Plan Update with specific strategies and implementation actions for
key areas such as land use, transportation, economic development, and environmental
sustainability;
(e) Present the draft Community Plan Update to the Village of Williamsville Board for review and
potential adoption;
(f) Terminate upon the adoption of the Community Plan Update by the Village Board, unless the
Village Board elects to extend the existence thereof.
BE IT FURTHER RESOLVED that, to the extent practicable, the CPAC shall meet monthly (or more
frequently as may be necessary). All meetings of the CPAC shall be conducted in compliance with the New
York State Open Meetings Law and all records created or maintained by the CPAC shall constitutes records
of the Village and will be governed by the New Yorks State Freedom of Information Law and the Village’s
document retention rules and policies; and
BE IT FURTHER RESOLVED, that any previous comprehensive or community plan committees
established prior to this resolution are hereby dissolved.
