CALL TO ORDER AND DETERMINATION OF QUORUM
The meeting was called to order by Mayor Moss at 6:00 p.m.

PLEDGE OF ALLEGIANCE AND INVOCATION
Invocation provided by Michael Ferninough, Associate Pastor, Christ Chapel Church.
PUBLIC COMMENTS (Limited to three minutes per person)
Residents may address the Council regarding an item that is not listed on the agenda. Residents
must complete a speaker form and turn it in to the City Secretary five (5) minutes before the start
of the meeting. The Rules of Procedure states that comments are to be limited to three (3)
minutes. The Texas Open Meetings Act provides the following:
A. If, at a meeting of a governmental body, a member of the public or of the governmental
body inquiries about a subject for which notice has not been given as required by this
subchapter, the notice provisions of this subchapter do not apply to:
(1) A statement of specific factual information given in response to the inquiry; or
(2) A recitation of existing policy in response to the inquiry.
B. Any deliberation of or decision about the subject of the inquiry shall be limited to a
proposal to place the subject on the agenda for a subsequent meeting.

1. Administer Oath of Office to newly appointed City Secretary, Deana McMullen.
City Secretary, Deana McMullen, was sworn into office by Mayor Moss.

Approval of Regular City Council Meeting Minutes for February 11, 2025.
Motion made by Councilmember Contreras, Seconded by Councilmember Gilliland.

3. Discussion &Action: for approval of “Chapter 380 Economic Development Agreement
between the City of Willow Park, Texas and Pulido’s Westland Willow Park, LLC”.
Approval of “Chapter 380 Economic Development Agreement between the City of
Willow Park, Texas and Pulido’s Westland Willow Park, LLC”.
Councilmember Eric Contreras made a motion, seconded by Councilmember Greg
Runnebaum to approve the Chapter 380 Economic Development Agreement between
the City of Willow Park Texas and Pulido's Westland Willow Park, LLC.
Voting Yea: Councilmember Contreras, Councilmember Gilliland, Councilmember
Runnebaum, Councilmember Young, Councilmember Crummel
REPORTS
Mayor Doyle Moss informed the City Council that each department had submitted quarterly
reports for their review and approval and asked if anyone had any questions.
Councilmember Greg Runnebaum made a motion, second by Mayor Pro Tem Lea Young to
approve the reports. Mayor Pro Tem Young thanked the Department Heads for an awesome
job on the reports.

EXECUTIVE SESSION It is anticipated that all, or a portion of the discussion of the foregoing
item will be conducted in closed executive session under authority of the Section 551 of the
Texas Open Meetings Act. However, no action will be taken on this item until the City Council
reconvenes in open session.
Adjourned to Executive Session at 6:05 p.m.

Associates.
RECONVENE into Open Session and consider action, if any, on the item discussed in Executive
Session.

Mayor & City Council Comments:
Mayor Pro Tem Lea Young asked if at one of the next few meetings we could look at
debt that could be issued for Roads/Parks/Parking Lot Construction and other things
we have discussed; we could have an overall discussion and see how we can work
this in.
Mayor Doyle Moss thanked everyone for all that they do.
13. City Manager Comments
City Manager Comments:
City Manager Bryan Grimes reminded everyone about the March 11, 2025 regular city
council meeting and that this meeting falls during Spring Break. We need to keep in
mind that we need enough Council members present for a quorum at this meeting.
He also welcomed City Secretary Deana McMullen to the staff.
Mr. Grimes will be out of the office on Thursday and Friday attending a City Manager
Study Group.

Members or employees may attend this meeting remotely using video conferencing
technology.
The meeting was adjourned at 6:50 p.m.
