Commission Meeting

August 17, 2022 A regular meeting of the Board of City Commissioners was held on August 17, 2022, at 6:30 p.m. at the city Meeting Room. Present Commissioners John Clausen, Bill Kary, Lisa Hedstrom, Jim Schacher and Pres. LeeAnn Domonoske-Kellar. Motion made by Hedstrom and seconded Clausen to approve the minutes of the last regular meeting (8-03-22) as presented. All present voted aye, motion carried. Motion made by Schacher and seconded by Hedstrom to approve the agenda as presented. All present voted aye, motion carried. Motion made by Kary and seconded by Hedstrom to use the additional 1 million dollars in grant funding the City received to update the water and sewer mains on Dakota Avenue between 4th Street and Railroad Street and to update the water and sewer mains on Bismarck Avenue between 6th Street and Railroad Street. Roll call vote. Aye: Comm Kary, Hedstrom, Schacher and Pres. Domonoske-Kellar. Nay: Comm Clausen. Motion carried. Motion made by Hedstrom and seconded by Schacher to submit Tand Constructions application for payment to the grant funding agency. All present voted aye, motion carried. Total amount being requested is $100,386.90. Motion made Kary and seconded by Schacher to charge per household for the water and sewer improvement rates. All present voted aye, motion carried. Andrew Cochrane was present to appeal his denied building application for a Quonset/carport. Cochran stated he was exempt from building codes according to NDCC 54-21.03-04. Motion made by Hedstrom and seconded by Clausen to table Andrew Cochrane’s appeal to give the commission time to research the century code. All present voted aye, motion carried Motion made by Schacher and seconded by Hedstrom to approve the Wilton Pioneer Activity Centers gaming application to conduct bingo from October 1, 2022 through April 30, 2023. All present voted aye, motion carried Motion made by Clausen and seconded by Schacher to pay bills as presented. Roll call vote. Aye: Comm. Clausen, Kary, Hedstrom, Schacher and Pres.
