February 1, 2023 A regular meeting of the Board of City Commissioners was held on February 1, 2023, at 7:00 p.m. at the City Meeting Room. Present Commissioners John Clausen, Bill Kary, Lisa Hedstrom, Jim Schacher and Pres. LeeAnn Domonoske-Kellar by conference call. Motion made by Hedstrom and seconded by Schacher to approve the minutes from January 18, 2023 meeting as presented. All present voted aye, motion carried. Motion made by Kary and seconded by Clausen to approve the agenda as presented. All present voted aye, motion carried. Justin and Annette Birst with A&J Rental presented the soil sample results the City requested as part of the rezoning of Parcels 01002700118010 and 01002700115030. A 2 foot x 2 foot are was recommended for clean up due to a volatile organic compound. General discussion was held concerning the clean up of the lots owned by A&J Rental. Motion made by Pres. Domonoske-Kellar and seconded by Hedstrom to turn the matter of the cleanup of parcels 01002700118010 and 01002700115030 to McLean County. Roll call vote. Aye: Comm. Schacher, Hedstrom and Pres. Domonoske-Kellar. Nay: Comm. Clausen and Kary. Motion carried. At this time Pres. Domonoske-Kellar handed the meeting over to Comm. Clausen and disconnected from the conference call. Motion made by Schacher and seconded by Kary to invest the funds from the 2001-1 CD into a new 13- month CD with a 3.58% interest rate at the Union Bank. All present voted aye, motion carried. Motion made by Schacher and seconded by Hedstrom to close the current Water CD and invest the funds into a new 13-month CD with a 3.58% interest rate at the Union Bank. All present voted aye, motion carried. Motion made by Schacher and seconded by Kary to approve the application from the Sacred Heart Church for property tax exemption for 2023. All present voted aye, motion carried. Motion made by Kary and seconded by Schacher to purchase a utility billing software upgrade that will allow the City to offer email bills and recurring ACH payment. All present voted aye, motion carried. Documents from Wold Engineering were presented to the board for review. McLean and Burleigh County is requesting to purchase a section of City right away for improvements to 18th Street SW. Motion made by Hedstrom and seconded from Kary to pay bills as presented. Roll call vote. Aye: Comm. Clausen, Kary, Hedstrom, Schacher, and Pres. Domonoske-Kellar. Motion carried. With no other items for discussion Comm.
