November 15, 2023
A regular meeting of the Board of City Commissioners was held on November 15, 2023, at 7:00 p.m. at
the City Meeting Room. Present Commissioners John Clausen, Lisa Hedstrom, Jim Schacher and
President LeeAnn Domonoske-Kellar.
Motion made by Schacher and seconded by Clausen to approve the minutes from the November 1,
2023 meeting as presented. All present voted aye, motion carried.
Motion made by Schacher and seconded by Hedstrom to approve the agenda as presented. All present
voted aye, motion carried.
Motion made by Hedstrom and seconded by Clausen to approve Tand Construction pay application 11
for $346,740.08. All present voted aye, motion carried.
Motion made by Clausen and seconded by Hedstrom to approve Change Order 4 for the 2022
Improvement Project as presented. All present voted aye, motion carried.
Motion made by Schacher and seconded by Clausen to apply for the NDDOT Flex Funds for street
improvements to Burleigh Road. All present voted aye, motion carried.
General discussion was held about Wilton Cenex request to for the City to vacate the frontage road
adjacent to their property.
Brian Bitner with the Burleigh County Commission was present to discuss the proposed CO2 pipeline
through Burleigh County.
Motion made by Schacher and seconded by Hedstrom to approve the resolution opposing the CO2
pipeline being constructed within 25 miles of the City of Wilton as presented. All present voted aye,
motion carried.
Motion made Schacher and seconded by Hedstrom to approve the Wilton Archery Program request to
use the Memorial Hall for their 2023-2024 season. All present voted aye, motion carried.
Motion made by Clausen and seconded by Schacher to approve the gaming application for the Wilton
Archery Program to hold a raffle on February 20, 2024. All present voted aye, motion carried.
Motion made by Hedstrom and seconded by Schacher to approve the Sportmens Bar liquor license
transfer to the Memorial Hall for a wedding reception on November 18, 2023 as presented. All present
voted aye, motion carried.
Heidi Quinn was present to discuss the possibility of starting a public library. General discussion was
held about where the library could be located, funding and staffing.
Motion made by Hedstrom and seconded by Clausen to pay bills as presented. Roll call vote. Aye:
Comm. Clausen, Hedstrom, Schacher and Pres. Domonoske-Kellar. Absent: Comm. Kary. Motion carried.
With no other items for discussion, Pres. Domonoske-Kellar declared the meeting adjourned at 8:46
p.m.
