October 16, 2024 A regular meeting of the Board of City Commissioners was held on October 16, 2024, at 7:00 p.m. at the City Meeting Room. Present Commissioners John Clausen, Bernell Hedstrom, Lisa Hedstrom, Jim Schacher and President LeeAnn Domonoske-Kellar. Motion made by Clausen and seconded by Schacher to approve the minutes from the October 2, 2024 meeting as presented. All present voted aye, motion carried. Motin made by L. Hedstrom and seconded by B. Hedstrom to approve the minutes from the October 3, 2024 special meeting with a correction to the adjournment time to 7:31 pm. All present voted aye, motion carried. Motion made by Schacher and seconded by L. Hedstrom to approve Tand Constructions Pay Application 16 for the 2022 Improvement Project for $311,280.25. All present voted aye, motion carried. Motion made by Schacher and seconded by L. Hedstrom to approve the 2025 Blue Cross Blue Shield health insurance renewal as presented. All present voted aye, motion carried. Motion made by Schacher and seconded by Clausen to close Dakota Avenue from 2nd Street to Railway Street from 5:30 – 8:00 pm on October 31, 2024 for the annual Trunk or Treat event. All present voted aye, motion carried. Motion made by Clausen and seconded by L. Hedstrom to add an additional sewer stub on 7th Street between Whiteman Avenue and Bookwalter. All present voted aye, motion carried. Lodee Arnorld contact Pres. Domonoske-Kellar concerning the City Christmas tree at the Wilton City Pond that is not thriving after being transplanted. The board agreed to remove a dead tree in the southeast corner and allow the Festival of Lights committee to plant a new evergreen. Motion made by Schacher and seconded by B. Hedstrom to approve the Wilton Lions Club gaming application to conduct bingo and a raffle on November 16, 2024 and a raffle on December 14, 2024. All present voted aye, motion carried. Comm. Clausen stated the 48-hour parking restriction went into effect on October 1st. Comm. B. Hedstrom will contact the McLean County Sheriff's Office about enforcing the ordinance. Motion made by Clausen and seconded by Schacher to pay bills as presented. Roll call vote. Aye: Comm. Clausen, B. Hedstrom, L. Hedstrom, Schacher and Pres. Domonoske-Kellar. Motion carried. With no other items for discussion Pres.
