Unofficial Minutes – Subject to the review and revision of the Wilton City Commission.
A regular meeting of the Board of City Commissioners was held on December 4, 2024, at 7:00 p.m. at
the City Meeting Room. Present Commissioners John Clausen, Bernell Hedstrom, Lisa Hedstrom, and Jim
Schacher and President LeeAnn Domonoske-Kellar.
Motion made by Schacher and seconded by Clausen to approve the minutes from the November 20,
2024 meeting as presented. All present voted aye, motion carried.
Motion made by Clausen and seconded by L. Hedstrom to approve the agenda as presented. All
present voted aye, motion carried.
Jake Hansen and Roger Bischof with Farstad Oil, Mark Trottier with DMVW Railroad, and Matt
Richardson with Pinnacle Engineering were present to discuss the offloading of bulk diesel fuel by tanker
cars near the Wilton Elevators. The City has an ordinance against the storage of bulk fuel within the City
limits. Trottier stated they have unloaded bulk fuel several times in the past and the Fire Chief at the
time was aware. Trotter also stated in hindsight that the City should have been notified they planned on
transporting bulk fuel into the City again. Hansen stated all spills would be Farstad Oils responsibility to
clean up if one happens. Richardson agreed to install a sluice gate as form containment so any large spill
would not run towards the lagoons. Richardson also stated the foam need to extinguish any fires was
located in the City and offered to give the Fire Department access to the building, he also stated spills
and fires are rare. Motion made Schacher and seconded by Clausen to allow Farstad Oil to offload bulk
fuel by tankers at the Wilton Elevator until March 31, 2025. All present voted aye, motion carried.
Farstad Oil also agreed to notify the City of Wilton, the Fire Department and the Wilton Ambulance
Service of when tanks will be in the City limits. All parties involved will meet with the City in the fall of
2025 to discuss continuing transporting fuel into the City limit.
Bek Communications informed the City by letter they will no longer be providing free internet and local
calling. Motion made Schacher and seconded by L. Hedstrom to disconnect all phone lines except the
Auditors line. All present voted aye, motion carried.
Motion made by Schacher and seconded by Clausen to pay bills as presented. All present voted aye,
motion carried.
With no other items for discussion Pres. Domonoske-Kellar declared the meeting adjourned at 8:19 p.m.

unless otherwise extended by the Planning Commission.

VI. GENERAL BUSINESS- PUBLIC HEARING:
(1) Conditional Use Permit No. 2020-02:
Consider a request by Adventist Health to establish a medical clinic / urgent care
within an existing commercial building located on the southwest corner of Prosperity
Avenue and Mooney Boulevard. This project is exempt pursuant to Section 15301
(Existing Facilities) of the California Environmental Quality Act of 1970, as
amended.
Project Planner: Steven Sopp, Senior Planner
Recommended Motion: Adopt Resolution 5359, approving Conditional Use
Permit No. 2020-02 based on the findings and subject to the conditions as listed in
the staff report.

APPEAL PROCEDURE
According to City of Tulare Zoning Ordinance Section 10.20.020 and Subdivision Ordinance Section 8.24-080,
decisions of the Planning Commission may be appealed by filing a letter with the City Clerk, located at 411 E. Kern
Avenue, Tulare, CA 93274, no later than ten (10) days after the day on which the decision was made. The appeal
shall state the name of the person making the appeal, the decision that is being appealed, and the reason for the
appeal, including an error, abuse of discretion or a decision that is not supported by the evidence in the record.
