Commission Meeting

August 20, 2025 Unofficial Minutes A regular meeting of the Board of City Commissioners was held on August 20, 2025, at 7:00 p.m. at the City Meeting Room. Present Commissioners John Clausen, Bernell Hedstrom, Lisa Hedstrom, Mike Schmit and President LeeAnn Domonoske-Kellar. Motion made by Schmit and seconded by Clausen to approve the meeting minutes from August 6, 2025 as presented. All present voted aye, motion carried. Motion made by Schmit and seconded by B. Hedstrom to approve the agenda as presented. All present voted aye, motion carried. Cipriano Banda with Tand Construction gave an update on what needed to be done to complete the Improvement Project. Banda report the majority of the punch list has been completed and Tand Construction has been waiting on Moore Engineering to inspect the paving patches before completing the final patches. Banda stated he was aware that several patched need to be fix and wanted to do the repairs and final patches at the same time. An updated draft of the 2026 budget was presented to the Commission for review. The Sales and Use Board approved the City’s request for funds to repair the Memorial Hall roof. A down payment was sent to Precision Solutions. Work is expected to start in October 2025. Motion made by Schmit and seconded by B. Hedstrom to approve the suggested increase in insurance premiums by the North Dakota Fire and Tornado Fund as presented. All present voted aye, motion carried. The City currently pays for the Park Board property and equipment insurance. Motion made by Schmit and seconded by L. Hedstrom to start billing the Park Board for their insurance premiums beginning January 1, 2026. All present voted aye, motion carried. Motion made by Clausen and seconded by Schmidt to pay the loader lease off early. All present voted aye, motion carried. The early pay off will save about $400.00 in interest. Motion made by L. Hedstrom and seconded by Clausen to pay the Water and Sewer Revenue Bonds Series 2022A & 24A and Water and Sewer Revenue Bonds Series 2022B & 24B as presented. All present voted aye, motion carried. Motion made by L. Hedstrom and seconded by Schmidt to pay bills as presented. Roll call vote. Aye: Comm. Clausen, B. Hedstrom, L. Hedstrom, Schmit and Pres. Domonoske-Kellar.
