August 6, 2025 Unofficial Minutes A regular meeting of the Board of City Commissioners was held on August 6, 2025, at 7:00 p.m. at the City Meeting Room. Present Commissioners John Clausen, Bernell Hedstrom, Lisa Hedstrom, Mike Schmit and President LeeAnn Domonoske-Kellar. Motion made by Clausen and seconded by Schmit to approve the meeting minutes from July 16, 2025 as presented. All present voted aye, motion carried. Motion made by Schmidt and seconded by B. Hedstrom to approve the special meeting minutes from July 31, 2025 as presented. All present voted aye, motion carried. Motion made by Schmit and seconded by L. Hedstrom to approve the agenda as presented. All present voted aye, motion carried. Motion made by Schmit and seconded by B. Hedstrom to approve the estimate from Precision Services to re-roof the Memorial Hall for $94,833.53 and to request the funds from the Sales and Use Tax Board. It was noted that the cost could be reduced if the City could find someone else to remove the old roof, and also by using the City landfill. All present voted aye, motion carried. Motion made by L. Hedstrom and seconded by Schmit to accept the insurance claim of $24,854.71 for interior damage to the Memorial Hall. All present voted aye, motion carried. City Engineer, AJ Tuck, informed the Board the final walk through for the Improvement would be at 9:00 am on August 7, 2025. A list will be complied of items that need to be completed before the project can be considered completed. Tuck also gave a funding update that shows an estimated $330,000 of unfunded expenses for the Improvement Project. There was considerable discussion regarding asphalt that was removed from 7th Street that was not included in the plans. Tand Construction was present and stated they did not feel they were at fault for the mistake, but went ahead and repaired and repaved the areas in question to keep the project moving to completion. Tand Construction feels they should not be liable for the cost of the additional asphalt (estimate $60,000) for the areas in question. The City and Moore Engineering are in discussion regarding who is financially liable for the additional expense. Motion made by Schmit and seconded by L. Hedstrom to pay for the additional asphalt needed to replace what was removed from 7th Street in error, with the understanding that the City expects to be reimbursed for the expense. All present voted aye, motion carried. Motion made by L. Hedstrom and seconded by Clausen to request $200,000 to from the Sales and Use Board to pay down the amount owed to Tand Construction. All present voted aye, motion carried. The request will also reduce the amount of unfunded expenses for the project. Motion made by L. Hedstrom and seconded by Schmit to approve gaming applications for the First Presbyterian Church to hold a raffle on September 6, 2025 and the American Legion Auxiliary to hold a raffle on December 15, 2025. All present voted aye, motion carried. Motion made by Schmit and seconded by B. Hedstrom to charge 10% over the mid-contract rate increase for Circle Sanitation. All present voted aye, motion carried. The rate increase was included when the garbage contract was originally approved on May 3, 2023. Motion made by Schmidt and seconded by L. Hedstrom to waive the rental fees for the Memorial Hall on September 29, 2025 for a multi-agency EMS training. All present voted aye, motion carried. Motion made by Clausen and seconded by Schmit to appoint Commissioner Lisa Hedstrom as the Vice President of the City Commission. All present voted aye, motion carried. The current Vice president, Comm. Clausen, is planning on moving out of City limits in the next several months. Motion made by Schmit and seconded by B. Hedstrom to remove Comm. John Clausen from all bank accounts and add Comm. Lisa Hedstrom to all bank accounts. All present voted aye, motion carried. Motion made by Schmit and seconded by Clausen to pay bills as presented. Roll call vote. Aye: Comm. Clausen, B. Hedstrom, L. Hedstrom, Schmit and Pres. Domonoske-Kellar. Motion carried. With no other items for discussion Pres.
