The meeting began with the pledge of allegiance led by Councilor Sweeney. Members Present: Mayor Seth Leonard Councilors: Brian Sweeney, Nicole Mace, Robert Millar Officers Present: Ray Coffey, Interim City Manager; Angela Aldieri, Assistant City Clerk; John Audy, Code Enforcement Director; Peter Wernsdorfer, Public Works Director; Kirstie Paschall, Interim Community Services Director; James Ticehurst, City Treasurer Others Present: Jessie Baker; Lauren Pyatt, CEDO; Sadie Williams, Overnight Projects; Sarah O’Donnell, Overnight Projects; Ryan Smith, Monkey House; III. Regular Items a. Approval: 2016 First Class Liquor License, Outside Consumption Permit, Entertainment Permit, Restaurant License, for Last Stop Sports Bar, LLC, 12 Malletts Bay Ave Mr. Audy had the owner of the property, Aaron Fournier, come before Council to recognize the work that has been done to correct code compliance issues. The applicants came before Council and outlined the steps that they had taken to address the potential noise issue with neighbors before occupying the site. They noted that they had met with Chief Hebert and Lieutenant Cram and have downloaded decibel meter apps for their phone so they can be monitor noise themselves. They noted that they have also met with Carol Barrett and Heather Carrington during this process. MOTION by Councilor Mace, seconded by Councilor Millar to approve the licenses and permits for Last Stop Sports Bar LLC as presented. Voted and passed 3-0. Approval: Restaurant Only – 2017- Renewals – Tiny Thai Restaurant, Waf’s Westside Deli, Subway, Namuna Asian Restaurant, Blossom Whole Food Kitchen & Catering Mayor Leonard read into record the list of restaurants requesting renewal. Mr. Coffey stated there are no changes to prior applications of the restaurants presented for consideration. Staff supports approval of licenses. MOTION by Councilor Sweeney, seconded by Councilor Millar to approve the restaurant licenses as presented. Voted and passed 3-0. c. Approval: Second Class Liquor License - 2017 –Renewals – Beverage Warehouse, Maxi Green d/b/a Rite-Aide, R.L. Vallee, Shiva Ram, Simon’s Premium Gas, Wesco-Champlain Farms, Wesco-Fastop, Cameron’s Convenience d/b/a Happy Belly Deli Mayor Leonard read into record the list of businesses seeking renewal noting if additional licenses or permits were also requested. Mr. Coffey stated that there have been a few incidents recorded in the police reporting system but most are unrelated to the liquor license requested. The few related incidents are not of concern to staff. Discussion regarding clarification of incident definition and a clear recommendation of staff followed. MOTION by Councilor Mace, seconded by Councilor Sweeney to approve the second class liquor licenses and the associated licenses and permits as presented. Voted and passed 3-0. d. Approval: First Class Liquor License - 2017 – Renewals – Asian Bistro, Gumshoe, Inc. d/b/a Sneakers Bistro & Café, Monkey House, Papa Franks, VFW Mayor Leonard read into record the businesses seeking renewal and outlined the permits and licenses requested by each. Mr. Coffey stated that there have also been police incidents reported for these locations. There are some ongoing issues that are being worked through, but nothing that should prevent renewal. Discussion regarding noise complaints at the Monkey House followed. MOTION by Councilor Sweeney, seconded by Councilor Mace to approve the first class liquor licenses and the associated licenses and permits as presented. Voted and passed 3-0. IV. Adjourn MOTION by Councilor Millar, seconded by Councilor Sweeney to adjourn the Liquor Control Board meeting at 6:22pm. Voted and passed 3-0.
