Adjourn MINUTES The meeting was called to order by the Mayor at 6:02 p.m. The meeting began with the Pledge of Allegiance led by Deputy Mayor Brian Corrigan. Members Present: Mayor Seth Leonard Councilors: Brian Corrigan, Brian Sweeney, Nicole Mace, Robert Millar Officers Present: Ray Coffey, Interim City Manager; Carol Barrett, City Clerk; John Audy, Code Enforcement Director; Heather Carrington, Economic Development Director; Kirstie Paschal, Interim Community Service Director; Peter Wernsdorfer, Public Works Director. Others Present: Jessie Baker, Shayla Ruland, Shannon Garrett III. Regular Items: a. Approval: First Class Liquor License, Outside Consumption Permit, Entertainment Permit, Restaurant License, for Last Stop Sports Bar, LLC, 12 Malletts Bay Ave. (See attached) February 6, 2017 Agenda Winooski City Council Mr. Audy described the property at 12 Malletts Bay Ave, it is 5 residential and two commercial units. He said there are several open permits and are not current on Landlord Registry. Our last inspection in December had violations and they have not been corrected. The most important piece is State electrical permits. Mr. Audy said he still has some concerns re-occupying that space. The Mayor said the open issues are with the residential units. Mr. Audy said as a whole the building has several violations both in the residential and commercial space. The current landlord at this point has not been responsive to our ongoing efforts to come into compliance. Mr. Coffey said there have been some challenges at that particular location with noise and being very close to a residential area. Shannon Garrett, stated that 12 Malletts Bay Ave has been a bar for quite some time. We want to make a space that is clean and safe and we want it to be a sense of belonging. We are renovating the space now. We’ve also had a preliminary inspection from the health dept. which she gave us a list of things we need to work on. The Mayor said the person that owns the building has to get motivated to get current. The general mood here is not to issue permits on buildings that have outstanding exceptions or have unpaid taxes. He also said from the noise perspective we’ve had this space in a number of times because of neighbors concerns. What are your plans and vision for that and the community’s concern? Ms. Garrett said we want to have music occasionally, but we also want to have activities, trivia night, and chess. We are aware of the issues and we are willing to work with the community and the law enforcement and follow the rules. The Mayor said both permits have a 2 am closing time. There were concerns about the 2 a.m. closing. Councilor Corrigan asked if they could expand on the restaurant portion. Ms. Garret said it would be microwave food, soft pretzel, frozen pizza. We are not going to have a kitchen. Councilor Millar asked what their background is. Ms. Garrett said she as been bartending since she was 21 in college, she also has a full time job at the Howard Center. Ms. Ruland said she has a full time job, but the bar will be her main focus. The Mayor’s recommendation is that the building has to be current before the license is issued. The owner has to do that before license is issued on the property. We have lots of people and resources who can help him with that. This means that this license will have to come back. In the mean time I think it is worth distributing any findings that we have from the state and this group can understand that and again understand that it’s totally separate from you guys. The Mayor would like to see a mitigation plan with the bar owners. Mr. Audy said we will continue to talk and you will be working with Courtney and we will also coordinate with the State. Mr. Audy said the landlord needs to be here at those meetings, he is the responsible partner. The Mayor said this item is being tabled. Mr. Coffey said we will connect with you in the next couple of days to get things scheduled. MOTION by Councilor Millar seconded by Councilor Corrigan to adjourn Liquor Control meeting at 6:19 p.m. Voted and passed 4-0.
