MINUTES
The Mayor called the meeting to order at 6:00 p.m. The meeting began with the Pledge of Allegiance led by
Deputy Mayor Eric Covey.
Members Present:
Mayor: Seth Leonard
Councilors: Eric Covey, Hal Colston, Kristine Lott, Nicole Mace was absent.

Jessie Baker, City Manager; Carol Barrett, City Clerk; Ray Coffey, Community Services Director; Richard
Hebert, Police Chief, Heather Carrington, Economic Development Director; Eliah Ferree, Community
Justice Director; John Rauscher, Public Works Director.
Others Present:
Maurice Matte, Jordan Matte, Beverly Colston

This item was tabled to the March 19, 2018 City Council Meeting
VI. City Update
The City Manager gave the following update:
• March 19th meeting – Planning to bring you three significant updates
o Main Street Revitalization Project
o Pool Project
o OCC/Childcare Project
• Spring Recreation brochures available by the end of the week
• Community Outreach Program – Staff are hired. Will be coming for orientation in Winooski on
Friday
VII. Council Reports
Councilor Covey congratulated the newly elected Council Members.
Mayor Leonard thanked the election workers on a job well done. He also said he was meeting with the
Mayor of Burlington and South Burlington City Councilor on Airport Governance. He also said Clement
Bissonnette read a Resolution in honor of Michael Cram down in Montpelier.
The Leadership also introduced themselves to the newly elected Councilors.

The City Clerk swore in the Mayor

c. Discussion: City Council Orientation
The City Manager gave the following power point presentation. See attached.
d. Discussion: Adoption of Mayor/Council Rules of Procedures
The City Manager and the Mayor briefed the Council members on Procedures. If you have any questions or
changes, you would like to see email the City Manager. This will be on the March 19, agenda for approval.

e. Discussion: Adoption of Conflict of Interest Policy
The City Manager and the Mayor briefed the Council members on the Conflict of Interest Policy. The
Mayor gave some examples. If you have any questions or changes, you would like to see email the City
Manager. This will be on the March 19, agenda for approval.
f. Discussion: Meeting Schedule
The City Manager said that every year the Council approves the meeting schedule for the year. This item
will be on the March 19, agenda for approval. See attached.
g. Discussion: Newsletter Schedule
The City Manager said that every year the Council approved the school newsletter for the year. This item
will be on the March 19, agenda for approval. See attached. The Mayor stated that Nicole would be doing
the April newsletter.
The Mayor said he would have one on ones with the new city council members to go over what you would
like to accomplish and what your priorities are.
MOTION by Councilor Covey seconded by Councilor Colston to go into executive session at 8:00 p.m. to
discuss the following: and to invite the City Manager Jessie Baker in to executive session. Voted and passed
3-0.

MOTION by Councilor Covey seconded by Councilor Lott to adjourn the City Council meeting at 8:36
p.m. Voted and passed 3-0.
