Adjourn MINUTES The Mayor called the meeting to order at 6:00 p.m. The meeting began with the Pledge of Allegiance led by Deputy Mayor Mace. Members Present: Mayor Seth Leonard Councilors: Nicole Mace, Eric Covey, Kristine Lott and Hal Colston Officers Present: Jessie Baker, City Manager; Carol Barrett, City Clerk; Angela Aldieri, Finance Director; Ray Coffey, Community Services Director; John Audy, Fire Chief; Rick Hebert, Police Chief; Jon Rauscher, Public Works Director; Heather Carrington, Economic Development Director; Julie Hulburd, Human Resource Director; Alexander Anastasi-Hill, Treasurer. Others Present: Robert Millar, Joseph Perron. December 3, 2018 Winooski City Council III. Regular Items: a. Approval: Ratifying Prior Trust Actions The City Manager gave an overview of ratifying trust actions of Winooski City Council dated June 5, 2017 and January 29, 2018. The City Manager also said pursuant to the most recent city audit, she requested a legal opinion recommending the appropriate process for allocating funds from the Winooski Community Development Trust. This request was made to ensure that the City process is transparent, properly documented, and meets all legal requirements and restrictions. The attached legal opinion is provided by Primmer, Piper, Eggleston & Cramer, PC. Ms. Carrington said over the past two budget cycles, actions involving the Trust have been decided in public meetings by the City Council as part of the budget approval process. In order to retroactively comply with the recommendations of legal counsel as pertain to actions involving the Trust, staff recommend convening the Winooski Community Development Trustees to ratify the following prior decisions of City Council to allocate funds from the Trust to the City General Fund. The following actions were taken: On June 5, 2017 approval of use of the Trust to fund the Community and Economic Development proposed FY18 budget in the amount of $300,000. On January 29, 2018, approval of use of the Trust to fund the Community and Economic Development proposed FY19 budget in the amount of $150,000 and use of WCD Trust fund balance reserves in the amount of $25,060.33. MOTION by Councilor Mace seconded by Councilor Covey to approve Ratifying Prior Trust Actions as presented. Voted and passed 4-0. b. Discussion: FY20 Future Trust Allocations. Discussion ensued concerning the Future Trust Allocations and as part of the City Manager’s proposed FY20 budget, funds from the Winooski Community Development Trust are proposed to be used for the Community and Economic Development departmental budget. As part of the budget approval process, staff will come back to the Board of Trustees seeking an allocation of WCD Trust revenue to the General Fund for this purpose. IV.
