Adjourn MINUTES The Mayor called the meeting to order at 6:00 p.m. The meeting began with the Pledge of Allegiance led by Acting Deputy Mayor Eric Covey. Members Present: Mayor Seth Leonard Councilors: Eric Covey, Kristine Lott, Hal Colston and Nicole Mace arrived at 6:05 p.m. December 10, 2018 Winooski City Council  Officers Present: Jessie Baker, City Manager; Janet Brouard, Sr. Asst City Clerk; Angela Aldieri, Finance Director; Heather Carrington, Economic Development Director, Eric Vorwald, Planning/Zoning Director; Alex Anastasi-Hill, Treasurer. Others Present: Robert Millar III. Agenda Review – None IV. Public Comment – None V. Consent Agenda MOTION by Councilor Lott seconded by Councilor Covey to approve the consent agenda as presented. Voted and passes 3-0 VI. City Update The City Manager gave the following updates:  BUILD Grant – Did not receive funding. Only 1 of 4 VT applications did. Funded rail improvements in southern Vermont. We will apply again in 2019.  Jr.’s Original has opened at 348 Main Street next to Pho Dang  We were awarded a Municipal Planning Grant for $22,000 for Wayfinding. This capitalizes on the branding rollout and improvements around parking signage.  Master Plan / Planning Commission Public Hearing o December 13th at Planning Commission meeting o Comment directly in the document at winooskivt.org/masterplan/ VII. Councilor Reports Councilor Colston – None Councilor Covey said there will be a Public Safety meeting but possibly no forum. Mayor Leonard said we will be meeting tomorrow to discuss the Local Sales Option Tax. The meeting will be here at City Hall from 10-12pm. Ms. Carrington has invited local business owners to attend. He mentioned that this Thursday the Planning Commission will meet to present the Master Plan. Councilor Mace said that JFK will be holding their Winter Concert on Thursday night. Councilor Lott said that the Public Works Commission will not be meeting. December 10, 2018 Winooski City Council  VIII. Regular Items: a. Discussion: FY20 General Government Presentation The City Manager invited Ms. Aldieri up and said we are here tonight to present the “General Government” portion of the FY20 Budget. This includes the following service areas, City Clerk, Communications, Finance, Human Resources, Planning, Zoning, Community & Economic Development, Parking and the TIF District. She displayed a Power Point presentation that outlined areas of increases and/or level funding and the justification for each. The slides to the presentation are attached. She paused after each department for questions and comments. The Mayor wanted to thank staff for a job well done. b. Discussion/Approval: Equity Training – Potential Dates and Request to use Fund Balance They City Manager said that Councilor Colston, Councilor Mace, Julie Hulburd and I have been working with Sue McCormack and Kesha Ram to develop an Equity Training for elected and appointed officials and the City’s Leadership Team. The Letter of Agreement is attached which outlines the purpose and objectives. We are considering holding this training on January 19th or February 16th and would like to know if either of those dates would work for the entire Council. She also mentioned that since this was not funded as part of the FY19 budget, we are requesting the use of $11,000 in Fund Balance to pay for this opportunity. Councilor’s Colston and Mace spoke highly of Ms. McCormack and are confident that this will be beneficial to all who attend. The Mayor thinks we should move forward with this with the current Council. Councilor Mace agreed. She has many thoughts and would love the chance to participate. The City Manager said she will find a date that is good for all. MOTION by Councilor Mace seconded by Councilor Colston to approve the request of $11,000 of Fund Balance for the Equity Training as presented. Voted and passes 4-0. IX. Adjourn MOTION by Councilor Covey seconded by Councilor Lott to adjourn the meeting at 7:15 p.m. Voted and passes 4-0.
