Payroll Warrants February 4 - 17, February 18 - March 2, 2024 C. Accounts Payable as of March 6, 2024 D. Subsequent to Payout (September, October, November, December, & January) Motion: Motion by Deputy Mayor Renner seconded by Councilor Judge to approve the Consent Agenda. Council Reports Mayor Kristine Lott: I authored a letter to our legislators requesting a reduction in our share of the bridge match money per state statute. Deputy Mayor Thomas Renner: Downtown Winooski is participating in the Better Places Project, to learn more you can visit patronicity.com/rotary. Councilor Judge: The Housing Commission met on February 27, 2024 at 6 PM. The Commission discussed the updated landlord survey data (available on our website) as well as the reviewing the progress in updating the Housing Trust Fund. In addition, the Commission reviewed a memorandum on replacement & inclusionary considerations to be presented to Council at a later date. The next Housing Commission will be on Tuesday at 6 PM. Councilor Hurd: Thank you so much to everyone who came out to vote and reelecting me for a second term. March 12th, tomorrow, the Safe Healthy Connected People Commission is meeting in person at the O’Brien Community Center at 5:30 pm. We are trying to move our scheduled time to earlier, to make it easier for commissioners to attend based on their feedback. Items on the agenda include: Amend SHCP Commission Charter to Include Inclusion and Belonging Commission Liaison as Voting Member And Review Scholarship Policy and Recommend Edit. The Inclusion and Belonging Commission doesn’t meet this month Councilor Oakleaf: The Airport Commission is meeting 3/13/24 starting at 4pm. The meeting is hybrid with options for in-person and online attendance. Meetings have standing agenda items for noise complaints received, sounds insulation project work, and noise exposure map progress updates. Visit the City of Burlington's website to review the agenda and find the online meeting access information. The Municipal Infrastructure Commission is scheduled to meet 3/21/24 at 6:30pm at the Myers Memorial Pool - Community Room. The agenda for that meeting is pending and will be announced later this week. VI. City Updates To view the official election results, please visit the News Updates section on our website at winooskivt.gov. Thanks to voters for passing the City budget and bond votes. On behalf of staff, I welcome our 2024-2025 City Council. VII. Regular Items A. Discussion: Fiscal Year 2023 Audit Report – Angela Aldieri, Finance Director Minutes: A presentation from John Boulay, CPA from RHR Smith & Company of the FY 23 Audit Report. Additional summaries included the Management Letter as well as other financial statement. This report indicated the City has sound financial policies and practices. B. Discussion/Approval: Winooski Falls East (WFE) – Revised Design – Jon Rauscher, Director of Public Works Minutes: An introduction from Jon Rauscher regarding the latest update Winooski Falls East (WFE) revised design. Questions arose from Council regarding specifics on fire safety, balconies and timeline for the construction. Bill Niquette along with Doug Nedde answered the questions and provided a summary for the requirement of a minor amendment to ACT 250. The project starting with the Parking Garage is tentatively scheduled for early June. Of the over 6,000 Marriott hotels world-wide, this hotel will be the first all electric, net zero hotel using geo-thermal & solar. Motion: Motion by Deputy Mayor Renner seconded by Councilor Oakleaf to approve the revised design. Voted and passed 4-0. C. Discussion/Approval: Local Resources Advisory Board Appointments – Eric Vorwald, Planning and Zoning Manager Minutes: Eric Vorwald presented five applicants to serve on the new established Local Resources Advisory Board. All of the applicants presented will provide skills and knowledge that will benefit this Board. Britta Tonn - term ending June 30, 2026 Doug Johnson - term ending June 30,2025 Sue O’Brien - term ending June 30, 2026 Matt Shoen - term ending June 30, 2025 Brian Steinmetz - term ending June 30, 2026 Motion: Motion by Councilor Judge seconded by Deputy Mayor Renner to approve the five applicants. Voted and passed 4-0. D. Discussion: City Council Orientation – Mayor Kristine Lott Minutes: Mayor Lott provided to the returning Council members an updated Orientation packet. This packet includes demographic data and also Engagement & Equity Assessment tools. E. Discussion/Approval: Appointment of Deputy Mayor – Mayor Kristine Lott Minutes: Mayor Lott recommended current Deputy Mayor, Thomas Renner to serve as the Deputy Mayor for this term. Motion: Motion by Councilor Oakleaf and seconded by Councilor Judge to approve the appointment of the Current Deputy Mayor, Thomas Renner to another term. Voted and passed 4-0 F. Discussion/Approval: City Council Rules of Procedure – Mayor Kristine Lott Minutes: Mayor Lott presented a “refresher” summary for the returning Council on City Council Rules of Procedure. Motion: Motion by Deputy Mayor Thomas Renner seconded by Councilor Oakleaf to approve the City Council Rules of Procedure. Voted and passed 4-0. G. Discussion/Approval: Conflict of Interest Policy – Mayor Kristine Lott Minutes: Mayor Lott presented another “refresher’ summary to the returning Council members. Motion: Motion made by Councilor Hurd and seconded by Councilor Judge to approve the Conflict of Interest Policy. Discussion/Approval: Adopt 2024-2025 City Council Meeting Schedule – Mayor Kristine Lott Minutes: Discussion arose over the scheduled Policy Priorities and Strategies Retreat on Saturday, June 22, 2024. There are some scheduling conflicts. Motion: A motion by Councilor Judge seconded by Councilor Hurd to approve the City Council Schedule for 2024-2025. The discussion of the Policy Priorities & Strategies Retreat will be discussed and approved for a future date. Voted and passed 4-0. I. Discussion/Approval: Declaration of Inclusion – Mayor Kristine Lott Minutes: Mayor Lott re-introduced this Declaration of Inclusion Resolution. Motion: A motion by Councilor Hurd seconded by Councilor Judge to approve the Resolution. Voted and passed 4-0. J. Discussion: Equity Assessment Tool - Mayor Kristine Lott K. Discussion: City Council Community Access/Engagement Procedure – Mayor Kristine Lott Minutes: Mayor Lott gave an overview of this procedure. Deputy Mayor Thomas Renner thanked all of our community members who participated in this process. Motion: Motion by Councilor Oakleaf seconded by Deputy Mayor, Thomas Renner. Voted and passed 4-0. L. Discussion/Approval: Resolution – Recognizing March as Francophonie Month in Winooski – Mayor Kristine Lott Minutes: Mayor Lott introduced this Resolution. Motion: Motion by Deputy Mayor, Thomas Renner and seconded by Councilor Hurd to approve this Resolution. Voted and passed 4-0 VIII.
