II. Agenda Review Minutes: None III. Public Comment Minutes: None IV. Consent Agenda A. Approval: City Council and Liquor Control Board Meeting Minutes of March 11, 2024 C. Approval: Accounts Payable as of March 13, 2024 Motion: Motion by Councilor Hurd and seconded by Councilor Judge to approve the Consent Agenda, Voted, and passed 4-0.  City of Winooski 27 West Allen Street Winooski Vermont 05404 Vermont’s Opportunity City 802 655 6410 winooskivt.gov V. Council Reports Deputy Mayor Thomas Renner: Downtown Winooski will meet later this week. Downtown Winooski is participating in the Better Places Project, to learn more you can visit patronicity.com/rotary. Councilor Judge: There will be a joint Housing Commission and Planning Commission meeting at 6:00 p.m. Councilor Hurd: The Safe Healthy Connected People Commission did not meet due to an unexpected lack of quorum. We are hoping to reschedule a new meeting, please refer to the City of Winooski website. Councilor Oakleaf: The Airport Commission met Wednesday, March 13th, 2024. Next Noise Exposure Map Advisory Committee will meet April 11th, 2024. The Municipal Infrastructure Commission will meet this Thursday, March 21st, 2024, at 6:30 p.m. in the Community Room at Myers Pool. Discussions will include updates on Capital projects as well as a recap on FY25 voted items at Town Meeting. VI. City Updates Jon Rauscher Interim City Manager: Invitation to attend a Main Street Revitalization Construction public meeting update at Winooski School District on Wednesday, March 20th, 2024, at 6:30 p.m. The construction team, design team and city staff will be present to provide any information on this project starting this Spring. VII. Regular Items A. Discussion/Approval: Resolution - Sale of Main Street Revitalization Bonds for Interim Financing – Angela Aldieri, Finance Director Minutes: Presenters Chris Perlitz and Thomas Melloni provided an overview on the process to solicit bids for the purchase and sale of short-term debt to fund the construction of the Main Street project. At the end of construction this short-term financing will be repaid from the USDA funding for the project approved by Council on February 6, 2023. After reviewing nine lending institutions, the decision was made to go with Huntington Bank (interest rate plus familiarity with Winooski City). Motion: A motion was made by Councilor Judge, seconded by Councilor Hurd to approve the bond resolution to award sale of interim bonds. Voted and passed 4-0. B. Discussion/Approval: Resolution - Transgender Day of Visibility – Councilor Aurora Hurd Minutes: Councilor Hurd stated this resolution was made last year and wanted to bring forward to this year. Motion: A motion was made by Councilor Judge and seconded by Councilor Oakleaf to approve the resolution of Transgender Day of Visibility.
