Call to Order The meeting was called to order at 6:02 PM. Council Reports Mayor Kristine Lott: The Planning Commission saw a presentation from the Winooski Partnership for Prevention about adding a buffer around schools for sale of age restricted items, something they've seen in zoning in other states. The commission was interested in follow-up information before potentially reviewing again. PC also had their first viewing of language drafted by the Housing Commission that could add Inclusionary Zoning and Replacement regulations into the ULUDR, in preparation for the joint Housing and Planning Commission meeting next week, Tuesday June 2 at 6pm. This meeting will be virtual. The Finance Commission completed review of the City's Economic Development strategy and offered insights into which pieces of the strategy to prioritize currently, most of which were related to supporting businesses through construction. Deputy Mayor Thomas Renner: Safe Healthy Connected People cancelled its June meeting and will be meeting July 9. Downtown Winooski cancelled its meeting due to it falling on Juneteenth. A Juneteenth celebration will take place this Wednesday in Rotary Park from 5pm-9pm, the event is free, and all are welcome and encouraged to join in the celebrations. Councilor Charles Judge: The Winooski Housing Commission met on Thursday, June 4th. The commission reviewed the Winooski Landlord Survey questions and the responses to better understand the current housing stock and average rental charges for that stock as they relate to income targeting for inclusionary zoning. Jazmine presented her research on local preference policies which could potentially create new housing opportunities for current Winooski Residents over the long term. Due to the time the commission chose to move Housing Trust Fund updates and marketing planning to the next meeting which will be Tuesday, June 25th, at 6PM. The commission will also be reviewing two candidates for appointment to the commission on the same day and is in the process of choosing a date to have a second joint meeting with the Planning Commission. Councilor Aurora Hurd: The Inclusion and Belonging Commission met on June 13th. It was a short meeting as we reviewed the upcoming Equity Action Committee event, which is on June 22nd. We also discussed future changes to the chair of the commission. Chair Parker Silver, who has been serving on the commission for almost two years, has stepped down due to housing instability. I want to thank Chair Silver for all the work they have done as the first chair of this new commission and creating a productive and welcoming atmosphere for the commission. The commission has not appointed a new chair but is thinking about what model to try - including looking into having a Chair and Vice Chair to share responsibility. Councilor Bryn Oakleaf: There will not be a Municipal Infrastructure Commission meeting this month due to minimal agenda items. Chittenden Solid Waste District meets 6/24/24 at 6pm, visit their website for the agenda and details to attend the meeting. Airport Commission will meet again on July 2nd at 4pm. City Updates Elaine Wang, City Manager gave the following updates: A great way to connect with community is through neighborhood block parties. City Council can approve closures of neighborhood streets for block parties. Consider getting with your neighbors to organize block parties to connect your neighbors, or connect with City staff and representatives. The City encourages anyone interested to apply for a street closure, and let us know if you're interested in partnering with a City department – Members of our public safety teams and other staff have grilled for block parties before. The application can be accessed at winooskivt.gov/rentals. VIII. Regular Items A. Discussion/Approval: Reappointments to City Commissions, Boards, Committees, CCRPC reps - Elaine Wang, City Manager and staff liaisons to Commissions and Board Minutes: Elaine Wang, City Manager led the discussion to reappoint all members to the City’s Boards and Commissions, and City representatives to the Chittenden County Regional Planning Commission’s Board and Committees, as presented, except Development Review Board. Discussion ensued amongst Council. Motion: A motion was made by Councilor Oakleaf, seconded by Councilor Hurd. Councilor Renner abstained. Voted and passed 3-0 B. Discussion/Approval: Detailed discussion and set public hearing for ULUDR for Act 47 - Eric Vorwald, Director of City Planning Minutes: Eric Vorwald, Director of City Planning opened the discussion up for proposed changes to various sections of the Unified Land Use and Development Regulations and to consider setting a public hearing for July 15, 2024. Discussion ensued. Motion: a motion was made by Councilor Judge, seconded by Councilor Renner to set a public hearing for July 15, 2024. Voted and passed 4-0 C. Discussion/Approval: Reserve request: Clean Up of Memorial Park Encampment - Elaine Wang, City Manager Minutes: Elaine Wang, City Manager presented Council with a Reserve request to be designated for Clean Up of Memorial Park Encampment. Discussion ensued. Motion: a motion was made by Councilor Renner, seconded by Councilor Judge. Voted and passed 4-0 D. Discussion: Strategic Vision Goal Area Updates: All, Economic Vitality - Elaine Wang, City Manager Minutes: Elaine Wang, City Manager presented Council with updates on progress to-date for Council approved goals in the All and Economic Vitality priority areas for Fiscal Year 2024 (July 1, 2023-June 30, 2024). E. Approval: Event permit: Wolfsgart AirOut - Elaine Wang, City Manager Minutes: Elaine Wang, City Manager presented Council with Wolfsgart Airout’s event permit for approval after amending items on the permit request that needed to be removed. Discussion ensued. Motion: a motion was made by Councilor Oakleaf, seconded by Councilor Renner.
