I. Call to Order
Members Present: All participating via Zoom Conference Call - Kevin Lumpkin, Chair;
Matt Bacewicz, Vice-Chair; Harland Miller; Aaron Guyette; Elsie Goodrich
City Staff Present: At City Hall for public attendance - Eric Vorwald

IV. Approve Previous Meeting Minutes
Postponed to April 16, 2020
V. Public Hearing – 64 LaFountain Street PUD – Preliminary Plan
Mr. Vorwald noted that the purpose of the meeting was to postpone the two hearings that
were scheduled for the March 19th meeting. These includes the Preliminary Plan for the
nine unit Planned Unit Development at 64 LaFountain Street and the Conditional Use
application for 9 George Street. He indicated that the adjacent property owners were all
notified of the postponement. The date and time that was identified in the
correspondences was April 16, 2020 at 6:30pm. Mr. Lumpkin asked if we should
consider holding off further until the May meeting. The DRB discussed this and came to
the consensus that the April date was appropriate for now and we could postpone further if
needed. Mr. Bacewicz made a motion that was seconded by Mr. Guyette to postpone the
hearings on 64 LaFountain Street and 9 George Street to April 16, 2020 at 6:30pm. All
were in favor with a vote of 5 – 0.
VI. Public Hearing – 9 George Street Conditional Use Request

VIII. Other Business
Mr. Vorwald noted that he was expecting we will need to consider the logistics of an April
meeting and indicated that the state legislature was working on a bill to suspend the
requirements for a public place to be made available for attendees when the majority of an
appropriate municipal panel was participating by electronic means. He also provided the
DRB with an update on the school and stated that a waiver request would be forthcoming
and may need to be discussed at the April meeting as well. He told the DRB members
that he would keep them informed on progress as the City figured out logistics for public
meeting and indicated that the state legislature was working on a bill to suspend the
