11/12/2019 - Minutes I. Call to Order Members Present: Susan Eddy, Maurice Matte, Jean Szilva, Shelden Goodwin joined at 5:43 Liaison Present: Kristine Lott (Council Liaison) City Staff Present: Jessie Baker, City Manager, Angela Aldieri, Finance Director Guests Present: Amy Lafayette (City Councilor) The meeting was called to order at 5:36. Members, staff, and elected officials introduced themselves. II. Elect Officers: Chair, Vice Chair, Secretary Sheldon introduced herself. Jean motioned for Shelby to be chair – Sue seconded. The vote was unanimous. Shelby motioned for Jean to be vice chair – Sue seconded. The vote was unanimous. Jean motioned for Sue to be secretary – Moe seconded. The vote was unanimous. III. Public Comment No comment IV. All Fund Budget Overview Angela reviewed chart of accounts including providing an overview of all financial funds. V. Reserves Overview Angela and Jessie provided an overview of the City’s reserve funds. VI. Tax Increment Finance District Overview Jessie provided an overview of Tax Increment Financing and Winooski’s TIF district specifically. The Mayor indicated that a task for the Commission in the future is to help think about the use of the TIF proceeds once the District expires. VII. Set Regular Meeting Dates The next meeting date will be December 11th, at 5:30 at City Hall. The Commission will regularly meet on the 2nd Tuesday of the month starting in January 5:30 for 90 minutes. Next meeting: What’s the task? How finance fits into master plan? VIII.
