Council Updates Councilor Oakleaf offered updates on the current activities of the City Council. V. Department and City Updates Jon Rauscher walked the Commission through the memo he had submitted ahead of the meeting. VI. Draft Traffic Calming Manual Review Jon Rauscher discussed the Draft Traffic Calming Manual submitted to the Commission ahead of the meeting. There was agreement among the Commission that the manual was excellent and offered a predictable, thoughtfully-constructed approach to evaluating streets for a menu of traffic calming interventions. Key takeaways from the discussion: l Agreement that transparency is key with residents of streets (upfront engagement with residents through door hangers, on-street meetings; evaluations should be posted online) l Councilor Oakleaf suggested the City include a street from the western side of the City for inclusion in the early phase l Some of the interventions afford opportunities for advancing other key strategies, such as street trees and storm water mitigation – this should be noted in the Manual l Pocket parks need to be regulated to ensure quality  residents through door hangers, on-street meetings; evaluations should be posted online) l Councilor Oakleaf suggested the City include a street from the western side of the City for inclusion in the early phase l Some of the interventions afford opportunities for advancing other key strategies, such as street trees and storm water mitigation – this should be noted in the Manual l Pocket parks need to be regulated to ensure quality l Early, temporary calming measures could be introduced before permanent interventions are installed, but it would need to be with the complete understanding that they are temporary VII. Parking Inventory Analysis and Management Plan Introduction Jon Rauscher discussed the Plan, noting its significance for the City’s work. He noted the City is now looking at changing parking requirements to incent priority housing development. Councilor Oakleaf noted the importance of added emphasis on considering electric vehicles. VIII. Energy Goals Update There was consensus that the City’s effort should be focused on low-cost, behavioral activities the City and its employees can take to conserve. Councilor Oakleaf suggested the Commission could be helpful in helping suggest a manageable roadmap for the Council. Jason Williams suggested a small group meet ahead of the next Commission meeting.
