5/23/2019 - Minutes I. Call to Order Members Present: Mike O’Brien, Chair; Pallas Ziporyn, Vice-Chair; Abby Bleything; Amy Houghton; Joe Parron City Staff Present: Eric Vorwald, AICP Guests Present: Mayor Kristine Lott Call to Order by: Mike O’Brien at 6:30pm Minutes Recorded by: Eric Vorwald II. Changes to the Agenda None III. Public Comment None IV. Approve Previous Meeting Minutes Motion by: Pallas Second: Joe Decision: 5 - 0 Motion was made by Pallas to approve the May 9, 2019 minutes as presented. V. Review of Proposed Zoning Amendments: design review; definitions; exemptions/applicability; zoning map Eric Provided an overview of the changes to the identified amendments since the last meeting. The Commission discussed the updates and provided feedback on each item. Eric noted he would incorporate the changes and provide updated drafts at a future meeting for additional discussion as necessary. VI. Prioritize future updates for recommendation to Council Eric presented a list of items that he has been tracking for possible Planning Commission priorities to forward to Council. The Planning Commission discussed these items and considered additional topics. After discussion, the Planning Commission noted their top three priorities (in no particular order) as: parking, historic preservation, and more targeted zoning amendments to be identified through discussions with City Council. VII. Department and City Updates Eric noted that he issued the “Z” cards for 211 thru 225 Main Street, and the Main & Mansion Apartments. He also reminded the Planning Commission that the June 13th meeting would serve as a joint meeting with the Public Works Commission and act as the second local concerns meeting for the East Allen Street Scoping Study. Eric noted that no regular business would be taken up on that agenda as the East Allen Street Local Concerns would last approximately two hours. Mayor Lott provided an update on Council resolutions and discussions. VIII. Other Business Abby discussed the proposed pop-up project for East Spring Street. She noted this would include temporary bike lanes on both sides of the road along East Spring Street from Main Street to Hoods Crossing (East Allen Street). Some of the details were still being worked out and the pop-up isn’t planned to occur until September. IX. Adjourn Motion by: Pallas Second: Amy Time: 8:24pm
