I. Call to Order F T 8/8/2019 - Minutes Members Present: Mike O’Brien, Terry Zigmund, Joe Perron, Amy Houghton, City Staff Present: Eric Vorwald, Kristine Lott Guests Present: Elaine Ezerins A Call to Order by:Mike O’Brien Minutes Recorded by: Terry Zigmund II. Changes to the Agenda R Authorization of the chair to sign off on Municipal Planning Grant. III. Public Comment Communications and Development Coordinator of Winooski Partnership for Prevention, Elanie Ezerins, shared information about restricting advertising for tobacco and alcohol to reduce youth based substance abuse. Partnership is proposing placing language restricting advertising in Form Based Code. IV. Approve Previous Meeting Minutes D Motion by: Amy Second: Joe V. Election of Officers Amy made a motion to elect Mike O’Brien as Chair of PC, Joe seconded. Joe made a motion to elect Terry as Secretary , Amy seconded. We will elect a Vice Chair at our next meeting when all members are present. VI. Review of Updated Work Plan Housing Commission will look at parking to give PC some information so that we can review parking requirements and amend as appropriate. Housing Commission will also look at building incentives and provide feedback to PC. VII. Review of Form Based Code– Siting, Building Form, and Architectural Standards Discussion about siting. Eric will compile our comments and we will revisit at our next meeting. Eric is re-formating the From Based Code document to match the new branding. VIII. Department and City Updates Municipal Planning Grant: City will apply for a grant to conduct an historic resources survey. Eric is asking the PC to authorize the Chair of the PC to sign off on the grant. Eric sent zoning amendments from City of Burlington for PC to review. On Monday the City will send out call for application to PC and DRB. Kristine updated PC on a meeting with State representatives about noise mitigation. Next meeting is September 12.
